CARRIED Council Minutes May 13, 2014 Page 5 of 11 Public Works and Development Services 1101 2014-023-RZ, 21434121 Avenue, RS-1b to R-1 Staff report dated May 5, 2014 recommending that Maple Ridge Zone Amending Bylaw No. 707 4-2014 to rezone from RS-1b (One Family Urban [Medium Density) Residential) to R-1 (Residential District) to allow for future subdivision into two lots be given first reading and that the applicant provide further information as described on Schedule B of the Development Procedures Bylaw No. 5879-1999, along with the information required for a subdivision application. R/2014-212 2014-023-RZ BL No. 707 4-2014 First reading It was moved and seconded That Bylaw No.7074-2014 be given first reading; and That the applicant provide further information as described on Schedule B of the Development Procedures Bylaw No. 5879-1999, along with the information required for a subdivision application. CARRIED 1102 2012-017-RZ, 11750 and 11736 Burnett Street, First Extension Staff report dated May 5, 2014 recommending that a one year extension be granted for rezoning application 2012-017-RZ to permit five single family lots under the R-1 (Residential District) zone. R/2014-213 2012-017 -RZ First extension Granted It was moved and seconded That a one year extension be granted for rezoning application 2012-017-RZ and that the following conditions be addressed prior to consideration of final reading: 1. Road dedication, as required; 2. A No-build Restrictive Covenant for proposed Lot 5 be registered at the Land Title Office; 3. A disclosure statement must be submitted by a Professional Engineer advising whether there is any evidence of underground fuel storage tanks. If there is evidence, a site profile pursuant to the Waste Management Act must be provided in accordance with the regulations. CARRIED 1103 2012-047-RZ, 22577, 22569, 22557 Royal Crescent and 11771226 Street, First Extension Staff report dated May 5, 2014 recommending that a one year extension be granted for rezoning application 2012-04 7-RZ to permit construction of a five storey, 48 unit apartment building. R/2014-214 2012-04 7-RZ First extension Granted It was moved and seconded That a one year extension be granted for rezoning application 2012-047-RZ and that the following conditions be addressed prior to consideration of final reading: i. Approval from the Ministry of Transportation and Infrastructure; ii. Registration of a Rezoning Servicing Agreement as a Restrictive Covenant and receipt of the deposit of a security, as outlined in the Agreement; iii. Road dedication as required; iv. Consolidation of the development site; v. Registration of a Restrictive Covenant at the Land Title Office protecting the Visitor Parking; vi. Removal of the existing buildings; and, vii. A disclosure statement must be submitted by a Professional Engineer advising whether there is any evidence of underground fuel storage tanks. R/2014-215 BL No. 7075-2014 Three readings It was moved and seconded That Bylaw No. 7075-2014 be given first, second and third readings. CARRIED 1105 Contract Award: Pavement Rehabilitation Program Staff report dated May 5, 2014 recommending that the extension of the 2010 contract for Pavement Rehabilitation be awarded to Imperial Paving Limited. R/2014-216 Award of Contract Imperial Paving Limited It was moved and seconded That the extension of the 2010 contract for Pavement Rehabilitation be awarded to Imperial Paving Limited in the amount of $1,218,187 including applicable taxes; and further That additional work locations may be added under the extra work provisions in the contract up to 25% of the value of the contract ($305,000) including taxes. He provided MyHammond@rnapleridge.ca as the e-mail address for contact. Mayor Daykin attended the opening of the Farmers' Market, the annual general meeting of the Downtown Maple Ridge Business Improvement Association and the Ridge Meadows Home Show. He also attended an Urban Development Institute Fraser Valley Breakfast Seminar and participated as a judge in the School District No. 42 Grade 4 and 5 Public Speaking Contest. COUNCILLORS' REPORTS Councillor Morden Councillor Morden attended the annual general meeting of the Pitt Meadows Airport Society, a Downtown Maple Ridge Business Development Association meeting and the Lower Mainland Local Government Association Conference. He also attended a Mental Health Day event at Memorial Peace Park, the grand opening of Emmeline Mohun Park, an Urban Development Institute Fraser Valley Breakfast Seminar and the opening of the Pitt Meadows Recreation Centre. Councillor Hogarth Councillor Hogarth attended the Ridge Meadows Home Show and an Urban Development Institute Fraser Valley Breakfast Seminar. Council Minutes May 13, 2014 Page 9 of 11 1600 Note: 1601 Councillor Bell Councillor Bell reminded residents of an Arts Council Gallery fundraiser to be held on June 1. She attended a meeting of the Maple Ridge Audit and Finance Committee, the openings of the Farmers' Market and the Tennis Club, the live budget discussion held in Maple Ridge Council Chambers and the Ridge Meadows Home Show. Councillor Bell also attended Youth Talent Night at the ACT and the Lower Mainland Local Government Association Conference. She volunteered at the Ridge Meadows Hospice Society 17th Annual Vista Run and the Earth Day event. Councillor Ashlie Councillor Ashlie attended the Ridge Meadows Hospice Society's 17th Annual Vista Run, the Urban Development Institute Fraser Valley Breakfast Seminar, a Five Peaks Run held at Alouette Lake and the Ridge Meadows Home Show. She also attended the opening of Emmeline Mohun Park and the Downtown Maple Ridge Business Improvement Association annual general meeting. Councillor Dueck Councillor Dueck attended a meeting of a subcommittee reviewing committees of Council, the Ridge Meadows Home Show, the Urban Development Institute Fraser Valley Breakfast Seminar and a meeting of the Public Art Committee. Councillor Masse Councillor Masse participated in an elementary school group interview on junk food in schools. He attended an open house at the 216 Street BC Housing Mental Health Project, a meeting of the Maple Ridge Social Planning Advisory Committee and the Youth Talent Night at the ACT. He reminded residents that a second meeting for the "Renewing Riverview Process" is scheduled for May 24. Councillor Morden added congratulations to Mr. Bob Schantz, recipient of the 2014 Citizen of the Year award. He also attended the City of Pitt Meadows 100th Anniversary celebration. OTHER MATTERS DEEMED EXPEDIENT Item 1601 was forwarded from the May 12, 2014 Committee of the Whole Meeting Award of Contract: ITT-EN14-28: 240 Street Drainage Improvements (Mainstone Creek) Staff report dated May 12, 2014 recommending that Contract ITT-EN14-28: 240 Street Drainage Improvements (Mainstone Creek) be awarded to Jakes Construction Ltd., and that the Corporate Officer be authorized to execute the contract. Council Minutes May 13, 2014 Page 10 of 11 The Municipal Engineer reviewed the report and advised on the construction of the infrastructure related to the drainage improvements. R/2014-217 Award of Contract Jakes Construction Ltd. It was moved and seconded That Contract ITT-EN14-28, 240 Street Drainage Improvements (Mainstone Creek), be awarded to Jakes Construction Ltd. in the amount of $1,151,510.00 excluding taxes; and further That the Corporate Officer be authorized to execute the contract. CARRIED Councillor Hogarth -OPPOSED 1700 NOTICES OF MOTION AND MATTERS FOR FUTURE MEETINGS 1701 Notice of Motion by Councillor Masse That Metro Vancouver be provided with written notification that the District of Maple Ridge does not approve of the current plan to build a new Waste to Energy facility/garbage incinerator; and further That this project be delayed for a period of 5 years, during which time further analysis of the cost benefit rationalization, and business case, be clarified. 1800 QUESTIONS FROM THE PUBLIC Eric Phillips Mr. Phillips thanked staff for addressing solutions for traffic along Fern Crescent.
