The Minutes of the Municipal Council Meeting held on June 24, 2014 at 7:00 p.m . in
the Council Chamber of the Municipal Hall, 11995 Haney Place, Maple Ridge, British
Columbia for the purpose of transacting regular Municipal business.

601 Drinking Water Quality Report 2013
The Municipal Engineer gave a PowerPoint presentation providing
information on watersheds supplying water to the residents of Metro
Vancouver, outlining water cleansing processes and highlighting the
distribution of water to Maple Ridge residents through existing and future
water mains. He advised on the drinking water infrastructure in Maple
Ridge, disinfecting processes and the provision of reservoir security.

602 Election Bylaw
The Manager of Legislative Services gave a PowerPoint presentation
providing information on the Election Bylaw, voting opportunities, polling
locations and the campaign to encourage voter turnout.

• Graham Mowatt
Mr. Mowatt spoke to low voter turnout in the last 2011 election and asked
that existing Council work on improving the turnout. He outlined various
methods which he felt would increase voter turnout.

Hall No.1 Expansion and Renovation Project

The Fire Chief gave a PowerPoint presentation providing information on the
Fire Hall No. 1 Expansion and Renovation Project. He advised on the
definition of LEED® certification and outlined the systems and features
built into the fire hall which helped achieve the LEED Gold Certification. He

That the following resolution be forwarded to the Union of
British Columbia Municipalities:
Extended Producer Responsibility for Mattresses
• WHEREAS the Province is transitioning responsibility for
end-of-life management of goods to Industry through the
use of product stewardship programs as governed by the
BC Ministry of Environment Recycling Regulation;
• AND WHEREAS there is currently no product stewardship
program for used mattresses and improperly discarded
mattresses have to be disposed of by local government at
taxpayers expense;
• THEREFORE BE IT RESOLVED that the Union of British
Columbia Municipalities lobby the Provincial Government
to require Industry to develop a product stewardship
program to adequately address end-of-life management of
waste mattresses.

That the following resolution be forwarded to the Union of
British Columbia Municipalities:
Revisions to the Residential Tenancy Act
• WHEREAS the Province of British Columbia has enacted
the Residential Tenancy Act to provide equal grounds for
resolution of issues arising between landlords and
tenants and to protect the rights of both landlords and
tenants;
• AND WHEREAS issues that may threaten life and safety
of other tenants, the property or neighbourhood, or
breach of local bylaws that continue to arise with respect
to landlords' inability to deal with or evict problem
tenants in a timely manner, and conversely a tenant's
ability to deal with landlords taking advantage of gaps
that may exist in the Provincial legislation;
• AND WHEREAS a number of jurisdictions have adopted
and/or support crime free multi-family housing
standards which includes clauses within a
recommended addendum that does not address a timely
adjudication period, issues a violation may have on a
neighbourhood or how such violation may affect the life
and safety of other tenants and/or a neighbourhood.
• THEREFORE BE IT RESOLVED that UBCM urge the
Province of British Columbia to initiate a complete
review of the Residential Tenancy Act in order to address
gaps within the legislation which adversely impact both
landlords and tenants.

Services, that the Corporate Officer be authorized the execute the contract
and that a task specific project contingency be established and the
Financial Plan amended to reflect an increase of $33,000.

increase of $33,000 for the Engineering Design Services for
128 Ave. (210 St. -224 St.), as outlined in the staff report
dated June 16, 2014.

MAYOR'S REPORT
Mayor Daykin attended the Ride2Survive stop at Planet Ice, the 20th Year
Birthday Party Celebration for the Memorial Park Bandstand and
presentation by Fraser Health and the RCMP E-Division on mental health
calls. The Mayor also attended the official ribbon cutting at the Albion
Mountain Bike Skills Park and the National Aboriginal Day celebration held
in Memorial Peace Park.
COUNCILLORS' REPORTS
Councillor Masse
Councillor Masse participated in a tour of the Maple Ridge Museum as part
of the Maple Ridge Community Heritage Commission. He also attended a
Urban Development Institute conference, the National Aboriginal Day
celebration and a tour of the Riverview facilities.
Councillor Hogarth
Councillor Hogarth attended a tour of the Riverview facilities, the official
opening of the Albion Mountain Bike Skills Park, the Maple Ridge Municipal
Advisory Committee on Accessibility Issues Annual Awards ceremony and a
Urban Development Institute conference.
Councillor Bell
Councillor Bell attended an assembly at Meadowridge School to
acknowledge funds raised for the Free the Children Charity, a Lower
Mainland Local Government Association Board meeting, and an Emerald
Pig Theatre Group performance. She also attended a meeting of the Arts
Council and a tour of the Riverview facilities.

Councillor Ashlie
Councillor Ashlie attended a working session with the Fraser Health
Advisory Committee, the 3rd annual Community FORE Charity Golf
Tournament and a tour of the Riverview facilities. She encouraged
residents to participate in the MyHealthMyCommunity survey.
Councillor Dueck
Councillor Dueck attended the 20th Year Birthday Party Celebration for the
Memorial Park Bandstand, the National Aboriginal Day celebrations and the
ribbon cutting ceremony at the Albion Park Mountain Bike skills Park. She
also attended the Youth Academy Graduation hosted by the Fire
Department and the District's Candidates Information Meeting.
Mayor Daykin also encouraged residents to participate in the
MyHealthMyCommunity survey and advised that the Homeowners Grant
can be filled out on-line and that property tax payments can be made
through the District website.
