The Minutes of the City Council Meeting held on July 28, 2015 at 7:00 p.m. in the
Council Chamber of the City Hall, 11995 Haney Place, Maple Ridge, British Columbia
for the purpose of transacting regular City business.

• Sergeant Casey Baker, Ridge-Meadows RCMP Detachment
Superintendent Fleugel introduced Sergeant Baker as the officer who is
dealing directly with the Cliff Avenue camp.

Sergeant Baker out lined what is currently being done by the RCMP at the
camp, advising on an in crease in patrols in the downtown area and on how
residents can help the RC MP to identify items which may have been stolen.
He emphasized that the issue is very significant and of great importance to
the RCMP.

Ms. Becker and Ms. Madden gave a PowerPoint presentation providing
information on th e Ch amber of Commerce, Maple Rid ge-Pitt Meadows. The
presentation outlined t he organization's vision and mission statements,
policies and upcomin g events.
602 Ridge Meadows Yout h Diversion Program Update
• Gurinder Mann, Interim Executive Director
Mr. Mann provided an update on the Ridge Meadows Youth Diversion
Program and spoke to its positive influence on youth at risk. He asked for
the continued su ppo rt of the City of Maple Ridge.

(DIM), and Council considers it unnecessary to provide any further
consultation opportunities, except by way of holding a Public Hearing
on the bylaw;
2) That Bylaw No. 7086-2014 be considered in conjunction with the
Capital Expenditure Plan and Waste Management Plan;
3) That it be confirmed that Bylaw No. 7086-2014 is consistent with the
Capital Expenditure Plan and Waste Management Plan;
4) That Bylaw No. 7086-2014 be given second reading and be forwarded
to Public Hearing;
5) That Bylaw No. 7070-2014 be amended as identified in the staff
report dated July 20, 2015, be given second reading, and be

1401 Alliance of Beverage Licensees
Information memorandum from staff dated July 20, 2015 in response to a
letter dated June 18, 2015 from Poma Dhaliwal, President of the Alliance
of Beverage Licensees and Owner/Operator of Jolly Miller Pub and Liquor
Store, Chilliwack, expressing concern with the Provincial Government's
decision to allow wine on grocery shelves and requesting that Maple Ridge
implement a one kilometer distance rule for all future beverage alcohol
reta ilers in Maple Ridge.

Ridge Meadows Youth Diversion Program
Letter dated June 30, 2015 from Bart R. Findlay, President, Ridge
Meadows Youth Justice and Advocacy Association requesting approval of
three years of funding at the level previously committed to by the City of
Maple Ridge.

for a 3-year commitment of funding be supported provided Maple
Ridge/Pitt Meadows Community Services enters into an agreement with

Leah Talson
Ms. Talson posed several questions pertaining to the camp on Cliff Avenue. She
asked what type of information is being collected by the outreach workers, whether
this information will be shared with the public and where additional funding will be
spent.
Mayor Read advised on funding for the outreach workers and what is being done to
connect individuals with services and housing. She also advised that workers have
been tasked to use a vulnerability assessment tool by BC Housing and that a
communications strategy is being developed to provide updates to the public.
Ms. Talson asked whether reports will be received on a regular basis and what is
expected to happen to individuals in the camp who are involved in criminal activity
and/or do not wish to have housing.
Mayor Read advised on the reporting process, referred to information previously
shared with the public and outlined what will be done in terms of individuals who do
not wish to be provided with services or housing.
