CARRIED Note: Mayor Read returned to the meeting at 7:20 p.m. and resumed as Chair Bylaws for Final Reading 903 Maple Ridge lntermunicipal Business Licence Scheme Amending Bylaw No. 7175-2015 To amend the existing bylaw to include changes to remove the provisions identifying the program as a pilot, add the Corporation of Delta & the District of Kent to the list of participants, revise the revenue sharing method to a more sustainable formula, and expand the definition of "Mobile Business" to expand the scope of businesses that will be eligible to purchase an IMBL Final reading The Manager of Bylaw & Licence Services provided clarification on the process of revoking business licences. R/2015-509 It was moved and seconded Note: 1102 That Bylaw No. 7182-2015 be given first reading; and That the applicant provide further information as described on Schedule B of the Development Procedures Bylaw No. 5879-1999, along with the information required for an Intensive Residential Development Permit and a Subdivision application. CARRIED Councillor Duncan excused herself from the discussion of Item 1102 at 7:23 p.m. as she l1as property one block from the application. 2015-297-RZ, 11305, 11383, 11438 and 11428 232 Street and 23025, 23054, 23060, 23070,23075, 23089 and 23095 Lougheed Highway, RS- 3 to R-2, RM-1 and C-1 Staff report dated November 16, 2015 recommending that Maple Ridge Zone Amending Bylaw No. 7183-2015 to rezone from RS-3 (One Family Rural Residential) to R-2 (Urban Residential District), RM-1 (Townhouse Residential) and C-1 (Neighbourhood Commercial) be given first reading and that the applicant provide a voluntary community amenity contribution and further information as described on Schedules A, B, C, D, F and G of the Development Procedures Bylaw No. 5879-1999. R/2015-510 It was moved and seconded 1. In respect of Section 879 of the Local Government Act, requirement for consultation during the development or amendment of an Official Community Plan, Council must consider whether consultation is required with specifically: i. The Board of any Regional District t hat is adjacent to the area covered by the plan; iii. The Council of any municipality that is adjacent to the area covered by the plan; iv. First Nations; v. The Provincial and Federal Governments and their agencies. 2. and in that regard it is recommended that no additional consultation be required in respect of this matter beyond t he early posting of the proposed Official Community Plan amendments on the City's website, together with an invitation to the public to comment, and; 3. That Bylaw No: 7183-2015 be given first reading subject to the following term and condition being met prior to Final Reading: • A voluntary citywide Community Amenity Contribution (CAC) be provided in keeping with the direction given by Council with regards to amenities; and 4. That the applicant provide further information as described on Schedules A, B, C, D, F and G of the Develo pment Procedures Bylaw No. 5879-1999, along with the information required in this report respecting the provision of amenities and amenity contributions to address the increased demand generated by new residents and the employees arising from the proposal. R/2015-513 It was moved and seconded 1. That a Local Area Service Bylaw, as formally petitioned by the developer of the lands referred to as 'West Ridge', and per the Community Charter, Part 7, Division 5, 211 (1)(a), be authorized for the enhanced landscape maintenance costs to be levied on the benefitting properties to be created by subdivision of the land; and further 2. That Bylaw No. 7166-2015 be given first, second and third readings. CARRIED 1107 2012-119-RZ, 24108 104 Avenue and 10336 240A Street, First One Year Extension Staff report dated November 16, 2015 recommending that a first one year extension be granted for Application 2012-119-RZ to permit 97 townhouse units under the RM-1 (Townhouse Residential) zone. Approval from the Ministry of Transportation and Infrastructure; ii. Registration of a Rezoning Servicing Agreement as a Restrictive Covenant and receipt of the deposit of a security, as outlined in the Agreement; iii. Consolidation of the development site; iv. CARRIED 1500 NOTICES OF MOTION AND MATTERS FOR FUTURE MEETINGS -Nil 1600 QUESTIONS FROM THE PUBLIC Allen Lees Mr. Lees spoke about the draft tree protection bylaw. He expressed concern that heritage trees such as those on Shady Lane will not be protected under the new bylaw and asked that protection be included in the proposed bylaw. He asked how Council will address a public backlash when unprotected trees are cut down. Jessie Joy Lees Ms. Lees expressed concern with impact of exemptions and the lack of protection for trees, particularly heritage trees, and aquifers within the proposed tree protection bylaw. 1700 ADJOURNMENT -8:38 p.m. N.
