ADOPTION OF THE AGENDA The agenda was adopted with the following additions: 4. 7 256th Street Industrial Area Report 4.8 Development Permits Policies Council Workshop Minutes February 18, 2008 Page 2 of 5 2. MINUTES R/08-059 Minutes It was moved and seconded February 11, 2008 That the minutes of the Council Workshop Meeting of February 11, 2008 be adopted as circulated. CARRIED 3. PRESENTATIONS AT THE REQUEST OF COUNCIL 4. UNFINISHED AND NEW BUSINESS 4.1 Community Safety Officer Program -Inspector Doug Scott Inspector Doug Scott provided a detailed description of the Community Safety Officer Program and how the pilot project will be applied in Maple Ridge. 4.2 Capital Works Update The Municipal Engineer gave a PowerPoint presentation which provided an update on the engineering aspect of capital works and the capital project priorities. 4.3 Fraser River Escarpment Update -A. Wood, Municipal Engineer Staff report dated February 12, 2008 providing an update on the geotechnical investigation of the Fraser River Escarpment carried out by Golder Associates. The Municipal Engineer reviewed the report. The General Manager, Public Works and Development Services advised that an open house will be held at 7:00 p.m. on February 25 at Municipal Hall to address findings by Golder Asssociates. Council Workshop Minutes February 18, 2008 Page 3 of 5 4.4 Regional Growth Strategy and Livable Region Strategic Plan Amendment Staff report dated February 14, 2008 seeking direction from Council in regard to the options relating to the Official Community Plan identified "starred" properties. The General Manager, Public Works and Development Services reviewed the report. R/08-060 Regional Growth Strategy & Livable Region Strategic Plan Amendment R/08-061 Regional Growth Strategy & Livable Region Strategic Plan Amendment It was moved and seconded That Option Two "Consideration Subject to OIC Amending Formula" in the staff report dated February 14, 2008 be identified as the preferred option provided the Jackson Farm property is removed from the list of "starred" properties. DEFEATED Mayor Robson, Councillor Dueck, Councillor Hogarth and Councillor Stewart -OPPOSED It was moved and seconded That staff be directed to discuss with Metro Vancouver if both options outlined in the staff report dated February 14, 2008 can be actioned concurrently. CARRIED 4.5 Tour of Supported Housing Facilities Report Councillor King provided a verbal report on the tour of supported housing facilities attended by herself and other Council members. Council Workshop Minutes February 18, 2008 Page 4 of 5 R/08-062 Supported Housing Facilities It was moved and seconded That staff be directed to prepare a report regarding lands within the District of Maple Ridge which may be suitable for a supported housing project. CARRIED 4.6 Council Discussion of Lower Mainland Local Government Association Resolutions The Manager of Legislative Services advised on the deadline for the submission of resolutions and reported that no resolutions other than one pertaining to the ban on plastic bags had been brought forward. 4. 7 256th Street Industrial Area Report R/08-063 256 Street Industrial Area Report It was moved and seconded That the staff report dated November 15, 2007 titled "256th Street Industrial Area" be referred to the Economic Advisory Commission for review and comment. CARRIED 4.8 Development Permits Policies Councillor Hogarth requested an explanation of development permit policies in terms of what the District can and cannot ask for. ACTION REQUIRED Staff is to provide information as to what can be requested under existing development permits. CARRIED Council Workshop Minutes Februa ry 18, 2008 Page 5 of 5 5. CORRESPONDENCE 5.1 Ministry of Environment -Ground Water Protection Regulation Letter and presentation dated February 11, 2008 from Lynn Kriwoken, Director, Innovation & Planning Team, Water Stewardship Division, Ministry of Environment provid ing information on Phase 2 and 3 of the Ground Water Protection Regulation and requesting input to the process. R/08-064' Ground Water Protection Regulation It was moved and seconded That the letter dated February 11, 2008 from the Ministry of Environment pertaining to Ground Water Protection Regulation be referred to staff for response.
