COUNCIL WORKSHOP
February 25, 2008
The Minutes of the Municipal Council Workshop held on February 25, 2008 at
10:30 a.m. in the Blaney Room of the Municipal Hall, 11995 Haney Place, Maple
Ridge, British Columbia for the purpose of transacting regular Municipal business.

That the minutes of the Council Workshop Meeting of February
18, 2008 be adopted as circulated.

3. PRESENTATIONS AT THE REQUEST OF COUNCIL
1.1 ICBC Rates -Donnie Wing, Senior Vice President of Insurance, Marketing &
Underwriting, Territory and Rate Class Changes
The Senior Vice President of Insurance, Marketing & Underwriting provided a
PowerPoint presentation which explained ICBC rates and addressed the
rationale for the decision made to increase rates in Maple Ridge and Pitt
Meadows. He acknowledged that communication informing municipal
councils of proposed rate increases in the future is an important part of the
process and needs to be worked on.
ACTION REQUIRED
A meeting is to be arranged between District Engineering Department staff,
ICBC representatives and representatives from the RCMP to discuss initiatives
to improve traffic safety at high accident locations. A report of the meeting is
to be brought back to Council within 90 days.
Mr. Wing is to provide information on enforcement programs conducted jointly
with the Maple Ridge RCMP Detachment.
4. UNFINISHED AND NEW BUSINESS
4.1 Cemetery Master Plan -Eric Lees, LEES & Associates
Mr. Lees provided a PowerPoint presentation outlining the draft Cemetery
Master Plan and highlighting recommendations.

That the Draft 2008 Cemetery Master Plan attached to the
staff report dated February 20, 2008 be released for comment
by the public and stakeholder groups.
CARRIED
Staff is to provide clarification as to the needs of a cemetery site in terms of
soil and slope structure.
4.2 Endorsement of Substance Misuse Prevention Committee's Application for
Health Canada Drug Strategy Funding
Staff report dated February 20, 2008 recommending the endorsement of the
Maple Ridge/Pitt Meadows/Katzie Child Youth and Family Network's
Substance Misuse Prevention Committee's application for funding under the
Health Canada Drug Strategy Community Investment Fund.

4.3 Detached Garden Suites Open House
Staff report dated February 18, 2008 providing an update on the detached
garden suites open house held on January 30, 2008.
The Director of Planning provided an overview of the report.

Staff is to provide an update on secondary suite enrolment and enforcement
in Maple Ridge.
Staff is to provide information on secondary suite regulations in the District of
Mission.
4.4 Alouette River Flood Management Task Force
Councillor Stewart advised that the Alouette River Flood Management Task
Force hosted a second public consultation meeting on February 20th and that
a draft report will be coming to Council regarding the recommendations of the
task force.
4.5 Whonnock Lake Update
The General Manager of Community Development, Parks and Recreation
Services advised that a draft agreement from the Department of Fisheries and
Oceans is being reviewed by the Manager of Parks and Open Space. He also
advised that a water licence is expected to be finalized shortly.
4.6 Georgie Awards
Councillor King advised that Portrait Homes and Oakdale
Development;Genstar Development have been presented with Georgie
Awards for local development projects.

4. 7 Metro Vancouver Growth Strategy
Councillor Hogarth asked for clarification on an e-mail received from Lois
Jackson, Chair, Metro Vancouver Board, requesting a response from Metro
area Mayors pertaining to the regional growth strategy.
The General Manager, Public Works and Development Services advised that
Metro Vancouver is being contacted in this regard.
Councillor Dueck indicated that she would update Council on the strategy the
next Council Workshop meeting.
