COUNCIL WORKSHOP
March 10, 2008
The Minutes of the Municipal Council Workshop held on March 10, 2008 at
10:30 a.m. in the Blaney Room of the Municipal Hall, 11995 Haney Place, Maple
Ridge, British Columbia for the purpose of transacting regular Municipal business.

It was moved and seconded
That the minutes of the Council Workshop Meeting of March 3,
2008 be adopted as circulated.

4. UNFINISHED AND NEW BUSINESS
4.1 Public Performance Reporting Workshop -February 18, 2008
Staff report dated February 22, 2008 providing an update on District efforts to
improve performance reporting in the area of public engagement.
The Manager of Sustainability and Corporate Planning reviewed the report.
Councillor Stewart commented on the workshop and summarized the project.
It was suggested that the District engage peers and the public in business
planning guidelines every three years.

4.2 Preliminary 2007 Year End Update (General Revenue Fund)
Staff report dated March 4, 2008 providing an update on the preliminary
results in the General Revenue Fund.
The Manager of Accounting provided a PowerPoint presentation which
outlined the preliminary 2007 Year End update.

for information and be forwarded to the Audit & Finance
Committee for discussion.

4.3 Canada-British Columbia Infrastructure Program -Albion Industrial Park
Access
Staff report dated February 28, 2008 recommending that the District of
Maple Ridge proceed with River Road and Lougheed Highway intersection
improvements.
The Municipal Engineer reviewed the report.
The General Manager, Public Works and Development Services advised that
Council will be notified of the formal approval by the Province of the extension
of the grant funding.

4.4 Development Cost Charges Imposition Charge Bylaw
The Manager of Financial Planning reviewed the report.
The Director of Licences, Permits and Bylaws provided an explanation of costs
related to the new development cost charge bylaw.
4.5 Maple Ridge Agricultural Advisory Committee Update
Councillor King and Councillor Stewart provided a verbal report on work being
carried out by the Maple Ridge Agricultural Advisory Committee. They advised
that subcommittees have been formed to work on an agricultural plan. The
terms of reference for the plan will be brought before Council for review and
discussion.
4.6 Update on Transit Meeting
Mayor Robson and The General Manager of Community Development, Parks
and Recreation Services provided a verbal update on discussions held at a
Northeast Sector Mayors meeting. It was advised that topics included
discussion of fiscal imbalance between local and senior governments from the
perspective of municipalities and discussions with Translink pertaining to the
green line, the use of Skytrain versus light rail transit and designation of future
routes.
4.7 Joint Maple Ridge/Pitt Meadows Meetings
Mayor Robson indicated he would like to have joint meetings scheduled with
the City of Pitt Meadows.
ACTION REQUIRED
The Manager of Legislative Services is to contact the City of Pitt Meadows
regarding the scheduling of joint meetings.
4.8 Development Time
Council discussed the industrial and commercial development applications
process.
The General Manager, Public Works and Development Services advised that
staff will provide information on the processing of development applications,

the monitoring of the process, comparisons to other municipalities and
information obtained through Builders Forum meetings.
ACTION REQUIRED
Staff is to provided a report on the processing of development applications at
the next available Council Workshop meeting.
5. CORRESPONDENCE
5.1 Asia Pacific Initiative

Letter dated February 25, 2008 from Ida Chong, Minister, Ministry of
Community Services, providing an update on activities related to the Asia
Pacific Initiative and requesting review and consideration of an attached
Memorandum of Agreement to support Local Government Twinning.

5.2 Burnaby Communication re: Metro Vancouver Regional Growth Strategy
Options
Councillor Hogarth commented on a City of Burnaby Council Report pertaining
to Metro Vancouver's Regional Growth Strategy (RGS) Options prepared by the
Community Development Committee.
ACTION REQUIRED
Staff is to provide information on the City of Burnaby's Community
Development Committee.
