The Minutes of the Municipal Council Workshop held on April 21, 2008 at 10:30 a.m.
in the Council Chamber of the Municipal Hall, 11995 Haney Place, Maple Ridge,
British Columbia for the purpose of transacting regular Municipal business.

4. UNFINISHED AND NEW BUSINESS
4.1 Mobile Home Park Redevelopment Tenant Assistance Policy
Staff report dated April 17, 2008 providing feedback received from a public
consultation process and recommending adoption of the Mobile Home Park
Redevelopment Assistance Policy.
The Planner reviewed the report and provided details on the results of the
public consultation process.

It was moved and seconded
That the Mobile Home Park Redevelopment Tenant Assistance
Policy attached to the staff report dated April 17, 2008 be
adopted; and further
That direction be provided on other issues identified from
public input.

That the policy titled "Mobile Home Park Redevelopment
Tenant Assistance Policy" be renamed to read "Modular Home
Park Redevelopment Tenant Assistance Policy".

4.2 Review of the Livable Region Strategic Plan
Update by J. Carline, Chief Administrative Officer and C. DeMarco, Division
Manager, Policy and Planning Department, Metro Vancouver
Mr. Carline outlined Metro Vancouver's preliminary regional growth strategy
concepts. Ms. DeMarco gave a PowerPoint presentation and provided a
detailed explanation of the maps included in the draft regional growth
strategy.
Points of discussion included:
• green zone designated properties and the proposed amending formula
• designation of transit corridors
• designation of major transportation corridors
• definition and explanation of the term 'rural' zone
• definition and designation of agricultural lands for active farming
• District of Maple Ridge Regional Context Statement
• inconsistencies between District maps and maps included in the draft
regional growth strategy
4.3 Parks and Leisure Services Commission Election of Chair
Staff report dated April 14, 2008 recommending amendments to the Parks
and Leisure Services Commission Bylaw and the Joint Parks and Leisure
Services Agreement to permit all members of the Parks and Leisure Services
Commission to stand for election as Chair and Vice Chair.
The General Manager of Community Development, Parks and Recreation
Services reviewed the report.

That staff be directed to bring forward amendments to the
Parks and Leisure Services Commission Bylaw and Joint Parks
and Leisure Services Agreement to permit all members of the
Parks and Leisure Services Commission to stand for election to
the positions of Chair and Vice Chair.

4.4 Bus Loop
Councillor Hogarth provided an update on work being done on the new bus
loop specifically in response to suggestions from the Maple Ridge/Pitt
Meadows Municipal Advisory Committee on Accessibility Issues.
5. CORRESPONDENCE
5.1 Canadian Centre for Policy Alternatives -Removing Barriers to Work
Letter dated March 2008 from Sarah Sparks, Economic Security Project
Outreach and Research Assistant introducing a report titled "Removing
Barriers to Work" containing recommendations for maximizing opportunities
for people with disabilities to participate in the labour market.

Economic Security Project Outreach and Research Assistant be
referred to the Maple Ridge/Pitt Meadows Advisory Committee
for Accessibility Issues and Maple Ridge Social Planning
Advisory Committee.

5.2 Resolution re : Use of Bio Fuels in British Columbia -March 14, 2008 Council
Workshop
ACTION REQUIRED
Staff is to circulate the resolution regarding the mandated use of bio fuels in
British Columbia to neighbouring municipalities.
6. BRIEFING ON OTHER ITEMS OF INTEREST/QUESTIONS FROM COUNCIL
6 .1 Plastic Bags Update
Councillor Speirs provided an update on communications between himself
and representatives from the plastic bag industry.
