ADOPTION OF THE AGENDA The agenda was adopted with the following addition: 4.5 Intersection of 234th Street and Dewdney Trunk Road Council Workshop Minutes April 28, 2008 Page 2 of 5 2. MINUTES R/08-184 Minutes April 14, 2008 It was moved and seconded That the minutes of the Council Workshop Meeting of April 14, 2008 be adopted as circulated. CARRIED 3. PRESENTATIONS AT THE REQUEST OF COUNCIL-Nil 4. UNFINISHED AND NEW BUSINESS 4.1 Metro Vancouver Liquid Waste and Solid Waste Management Plan Workshops Briefing on Metro Vancouver workshops and public meetings on strategies for updating the Liquid Waste and Solid Waste Management Plan. Councillor Daykin outlined the components of the goals and strategies for the Metro Vancouver Liquid Waste and Solid Waste Management Plan. He advised that an afternoon information session will be held for Council and staff from Maple Ridge and Pitt Meadows on April 30, 2008 from 1:00 to 4:00 p.m. The Municipal Engineer gave a Power Point presentation which detailed the issues related to the solid waste and liquid waste management plan. A copy of the presentation was circulated. ACTION REQUIRED Staff is to provide information on the percentage of homes in Maple Ridge which have the ability to be metered for water consumption. 4.2 Financial Plan Amending Bylaw Staff report dated April 22, 2008 recommending that Maple Ridge Financial Plan Amending Bylaw No. 6569-2008 to update the 2008-2012 Financial Plan be given three readings. The Manager of Financial Planning reviewed the report and provided details of the revisions to the 2008-2012 Financial Plan. Council Workshop Minutes April 28, 2008 Page 3 of 5 R/08-185 1% Property Taxation DEFEATED R/08-186 BL No. 6569-2008 Three readings It was moved and seconded That 1% of property taxation should not be set aside for infrastructure. DEFEATED Councillor Hogarth, Councillor Daykin, Councillor Dueck, Councillor Speirs, Councillor Stewart-OPPOSED It was moved and seconded That Bylaw No. 6569-2008 be given first, second and third readings. CARRIED 4.3 2008 Property Tax Rates Bylaw Staff report dated April 22, 2008 recommending that Maple Ridge Tax Rates Bylaw No. 6570-2008 to establish tax rates be given three readings. The Manager of Financial Planning reviewed the report. R/08-187 BL No. 6570-2008 Three readings It was moved and seconded That Bylaw No. 6570-2008 be given first, second and third readings. CARRIED 4.4 Translink/Skytrain Technology Councillor Speirs expressed concern with the decision made by Translink to use skytrain technology rather than light rail as the new Pitt River Bridge is not being built to accommodate that mode of transportation. It was agreed that TransLink representatives will be asked for comments and explanations at an upcoming Council meeting. Council Workshop Minutes April 28, 2008 Page 4 of 5 Note: Item 4.6 was dealt with prior to Item 4.5 4.5 Golden Ears Bridge Update -Ian McLeod, Director, Client Services, Karyo-Edelman; Charles Firman, Deputy Project Manager, Golden Crossing Constructors Joint Venture and Doug Friesen, Communications, Greater Vancouver Transportation Authority Mr. Firman provided a PowerPoint presentation detailing the progress of the work being carried out on the Golden Ears Bridge to date. Mr. McLeod provided information on community concerns regarding traffic and construction related issues, information on upcoming work which may create traffic delays and ongoing community relations activities. 4.6 Intersection of 234th Street and Dewdney Trunk Road The Municipal Engineer provided an overview of the displays of the 234th Street and Dewdney Trunk Road intersection available for viewing at the Open House held on April 24, 2008 at Municipal Hall. Mayor Robson asked for clarification of the impact of the 234th intersection improvements on the repaving of Dewdney Trunk Road and asked whether a possible relocation of the intersection will be considered. The Municipal Engineer provided an explanation of improvements made to the 234 Street and Dewdney Trunk Road intersection and advised that the project will be broken into components to accelerate the repaving of Dewdney Trunk Road for June 2008. He also advised that the intersection is aligned as far west as possible and implications and costs to relocate 234 Street further west are being investigated. 5. CORRESPONDENCE -Nil 6.
