The Minutes of the Municipal Council Workshop held on May 12, 2008 at 10:30 a.m.
in the Blaney Room of the Municipal Hall, 11995 Haney Place, Maple Ridge, British
Columbia for the purpose of transacting regular Municipal business.

That the minutes of the Council Workshop Meeting of May 5,
2008 be adopted as circulated.

3 . PRESENTATIONS AT THE REQUEST OF COUNCIL -Nil
4. UNFINISHED AND NEW BUSINESS
4.1 Tempest Tax System
The Manager of Business Systems gave a PowerPoint presentation which
demonstrated the new property tax system and highlighted improvements in
the system.
4.2 Election Communication Project
The Manager of Communications provided a verbal update on the election
communication project being put into place to encourage voter turnout for the
2008 Election.
4.3 Review of Recommended Regulations for Detached Garden Suites
Staff report dated May 7, 2008 providing recommendations to allow detached
garden suites as a housing form in Maple Ridge.
The Director of Planning introduced the detached garden suites project. She
advised that a second open house seeking public input will be held on May
28, 2008 and that a staff report will be prepared following that open house.
The Planner gave a PowerPoint presentation reviewing recommended
regulations for detached garden suites in Maple Ridge .

Discussion included:
• relation of the garden suites projects to the Smart Growth Plan
• limiting of detached garden suites to the urban area
• height restrictions
• onsite ownership
• the requirement for approval from the Agricultural Land Commission for
properties in the Agricultural Land Reserve
• consistency between regulations governing built-in suites and regulations
for detached garden suites
• parking covenants indicating the requirement for onsite parking
• size of the suites

That the staff report dated May 7, 2008 titled "Review of
Recommended Regulations for Detached Garden Suites" be
received for information.

4.4 ERA Tree Planting Project
The General Manager of Community Development, Parks and Recreation
Services advised on the agreement between the District of Maple Ridge and
Ecosystems Restoration Associates (ERA) for a tree planting program and
strategies involved in the program. He provided an explanation for concerns
expressed regarding the amount of trees removed in the North Alouette area
and offered assurances that an appropriate mitigation plan is being finalized.
4.5 Affordable Housing Workshop
Councillor King advised that Metro Vancouver will be holding a workshop
addressing the issues of affordable housing on May 15, 2008.

4.6 Street Trees
Councillor King commented on the health benefits of streets in urban areas.
4. 7 Council Meeting Schedule June 30
Councillor Dueck suggested that the June 30 Council Meetings be
rescheduled.
ACTION REQUIRED
Staff is to provide a recommendation with respect to the June 30 Council
Meeting schedule.
4. 7 Review of District Policies
Councillor Dueck proposed that a subcommittee be formed to review District
policies.

The subcommittee will consist of Councillor Dueck, Councillor Hogarth,
Councillor Speirs, Councillor Daykin and the Manager of Legislative Services.
5. CORRESPONDENCE
5.1 City of Vancouver -Unbundled Parking
E-mail dated April 10, 2008 from Jo Ye Yung Fung, Sustainability Group, City
of Vancouver requesting support of a resolution for the Union of British
Columbia Municipalities pertaining to changes in Provincial legislation which
will give BC municipalities the authority to require developers to provide
unbundled parking.

5.2 Canadian Restaurant & Food Services Association -Drive Throughs and Idling
E-mail dated May 1, 2008 from Mark van Schellwitz, Vice President, Western
Canada, Canadian Restaurant & Food Services Association providing
information on drive throughs and idling and offering to attend a Council
meeting to further discuss this issue.
