ADOPTION OF THE AGENDA The agenda was approved as circulated. 2. MINUTES R/08-219 Minutes May 12, 2008 It was moved and seconded That the minutes of the Council Workshop Meeting of May 12, 2008 be adopted as circulated. CARRIED Council Workshop Minutes May 26, 2008 Page 2 of 6 3. PRESENTATIONS AT THE REQUEST OF COUNCIL -Nil 4. UNFINISHED AND NEW BUSINESS 4.1 240 Street Bridge Feasibility Study Presentation -Ken Wright, P. Eng., KW Associates Staff report dated May 5, 2008 summarizing the feasibility study of a 240 Street Bridge over the South Alouette River. Mr. Wright provided a PowerPoint presentation providing an overview of the feasibility study. The Municipal Engineer advised that the information presented at Workshop as well as feedback from Council will be included in a future Public Information Meeting. The General Manager, Public Works and Development Services advised that the construction of a 240 Street bridge crossing the South Alouette River will be contingent on a number of grants coming forward and will be included as a business item in next year's business planning. R/08-220 240 Street Bridge Feasibility Study It was moved and seconded That the staff report dated May 5, 2008 titled "240 Street Bridge Feasibility Study" be received for information. CARRIED 4.2 Town Centre Area Plan Parking Strategy Presentation -Jane Farquarson, Principal, Bunt & Associates, Transportation Planners & Engineers The Director of Planning provided a summary of the process involved in the town centre parking study. Jane Farquarson gave a PowerPoint presentation which provided details on the town centre parking study. Council Workshop Minutes May 26, 2008 Page 3 of 6 R/08-221 Parking Strategy Presentation It was moved and seconded That the discussion pertaining to the Town Centre Area Plan Parking Strategy Presentation be tabled until a future Council Workshop. CARRIED Note: Item 4.5 was dealt with prior to Item 4.3. Note: The meeting was recessed at 12:27 p.m. and reconvened at 1:44 p.m. Councillor Dueck was in attendance. 4.3 BC Carbon Tax -Financial Implications Staff report dated May 16, 2008 recommending the endorsement of a Lower Mainland Local Government Association resolution titled "R12 -Carbon Tax Exemption for Local Governments Working Toward Carbon Neutrality" at the 2008 Union of BC Municipalities convention. The Manager of Sustainability and Corporate Planning reviewed the report. She provided information on the municipality's ability to buy and sell carbon credits. R/08-222 BC Carbon Tax - Financial Implications It was moved and seconded That a resolution be prepared for submission to the Union of British Columbia Municipalities that the Province of British Columbia review provincial grant programs and standardize them to allow funding to be more easily-attainable, long-term and predictable. CARRIED Council Workshop Minutes May 26, 2008 Page 4 of 6 R/08-223 Carbon Tax Resolution R/08-224 BC Carbon Tax LMLGA Resolution R12 Endorsement R/08-225 Carbon Credits It was moved and seconded That a copy of the resolution requesting that the Province of British Columbia review provincial grant programs be sent to the Premier, the Minister of the Environment, the Minister of Energy, Mines and Petroleum Resources, Mr. Randy Hawes, MLA, Mr. Michael Sather, MLA and Mr. Randy Kamp, MP. CARRIED It was moved and seconded That the Lower Mainland Local Government Association resolution R12 from the May 8, 2008 meeting be endorsed at the September 22-26, 2008 Union of BC Municipalities convention. CARRIED It was moved and seconded That a report on the selling of carbon offsets by the municipality be prepared. CARRIED 4.4 Sustainability Action Plan Progress Report Staff report dated April 29, 2008 providing a progress report on the 2008 Sustainability Action Plan. The Manager of Sustainability and Corporate Planning reviewed the report. R/08-226 Sustainability Action Plan It was moved and seconded That the staff report dated April 29, 2008 titled "Sustainability Action Plan Progress Report" be received for information. Council Workshop Minutes May 26, 2008 Page 5 of 6 CARRIED 4.5 Agricultural Advisory Committee Request for Proposal Staff report dated May 20, 2008 recommending that the request for consultant services to undertake the development of an agricultural plan attached to the report be endorsed. Councillor Stewart advised that specific items can be brought forward to the Agricultural Advisory Committee for individual consideration during the development of the agricultural plan . . The Planner reviewed the report and the request for proposal requirements. The Chair of the Agricultural Advisory Committee provided spoke to the composition of the committee and advised that the members are very eager to commence with work on the agricultural plan. R/08-227 Request for Proposal It was moved and seconded That the Request for Proposal for Consultant Services attached to the staff report dated May 20, 2008 titled "Agricultural Advisory Committee Request for Proposal" be endorsed. CARRIED 4.6 July Public Hearing Date Staff report dated May 21, 2008 recommending that the July 15, 2008 Public Hearing be rescheduled to July 23, 2008. R/08-228 Rescheduling of July 2008 Public Hearing It was moved and seconded That the July 15, 2008 Public Hearing be rescheduled to July 23, 2008. CORRESPONDENCE 5.1 Metro Vancouver -Invitation to Meeting re: Jackson Farm Letter dated May 5, 2008 from Councillor Gayle Martin, Chair, Parks Committee, Metro Vancouver inviting a District of Maple Ridge Council representative to attend a Committee meeting to explain the history and plans for Jackson Farm from the municipal perspective. R/08-229 Metro Vancouver Meeting Invitation It was moved and seconded That the General Manager of Community Development, Parks and Recreation Services and the Director of Planning attend the June 12 Metro Vancouver Parks Committee Meeting re: Jackson Farm as representatives of Council.
