COUNCIL WORKSHOP
June 16, 2008
The Minutes of the Municipal Council Workshop held on June 16, 2008 at
10:30 a.m. in the Blaney Room of the Municipal Hall, 11995 Haney Place, Maple
Ridge, British Columbia for the purpose of transacting regular Municipal business.

4. UNFINISHED AND NEW BUSINESS
4.1 Development Permit Guidelines for the Town Centre
-Design Centre for Sustainability -Sara Muir Owen , Project Coordinator, Sara
Fryer, Research Assistant
Sara Muir Owen gave a PowerPoint presentation which provided an overview
of the project's objectives and scope and reviewed the Draft Development
Permit Guidelines.

For Town Centre It was moved and seconded
That the draft Development Permit Guidelines for the Town
Centre be made available to owners of affected properties for
review prior to public information meetings in September
2008.

4.2 Town Centre Area Plan Parking Strategy/Status Update
A staff report dated June 12, 2008 providing an update on the Town Centre
Area Parking Strategy was circulated prior to the meeting.
The Director of Planning reviewed the report. She advised that meetings have
been held with the Downtown Maple Ridge Business Improvement Association
to further discuss the parking strategy report.

That the draft Town Centre Area Plan Parking Strategy report
and the staff report dated June 12, 2008 be made available
for public input.

4.3 UBCM Resolutions
Staff report dated June 10, 2008 recommending that the resolutions
attached to the report be forwarded for presentation at the 2008 Union of
British Columbia Municipalities' convention.
Councillor Speirs requested that a resolution pertaining to the banning of thin
film plastic grocery bags be forwarded directly to the 2008 Union of British
Columbia Municipalities.

It was moved and seconded
That the resolutions attached as Appendices I and II to the
report dated June 3, 2008 titled "UBCM Resolutions" be
supported and forwarded to UBCM for presentation at the
UBCM Convention in September 2008.

That the following resolution be supported and forwarded to
UBCM for presentation at the UBCM Convention in September
2008:
Whereas the proliferation of free thin plastic bags has created
negative impacts such as the need for expensive and
inefficient waste management solutions, the pollution of
natural and human environments, the release of greenhouse
gasses that increase our society's carbon footprint and an
overall encouragement of inefficient single use consumption;

ACTION REQUIRED
Therefore be it resolved that the Union of British Columbia
Municipalities request that the Provincial Government ban thin
film plastic grocery bags.

That Fire Department staff provide information on a possible resolution
regarding retention of retired fire trucks for use during Provincial
emergencies.
4.4 2008 Provincial Legislation
Staff report dated June 12, 2008 providing information on changes to
provincial legislation to address climate change which will impact local
governments.

4.5 Fibre Optic Network Strategy -Additional Consideration
Staff report dated June 10, 2008 recommending the expenditure of allocated
funding to work with the BC Hydro to bury and interconnect our conduit.
The Chief Information Officer reviewed the report and provided clarification of
the capacity and the use of the current and proposed fibre optic network.

That an expenditure of up to $285,000 of allocated funding to
achieving interconnected conduit for Phases 1 and 2 of the
fibre optic network in conjunction with BC Hydro works in the
community by authorized.

4.6 Metro Vancouver Parks Committee Meeting
Councillor Speirs advised that he had attended a Metro Vancouver Parks
Committee meeting and expressed his concerns about the exclusion of the
property known as "Jackson's Farm" from the Agricultural Land Reserve.

That staff be directed to provide a report on referring the
application to exclude "Jackson's Farm" from the Agricultural
Land Reserve back to the Agricultural Land Commission.

4. 7 Canadian Charity Assist Society
Mayor Robson provided information on the revocation of the charity status of
the Canadian Charity Assist Society by the Canada Revenue Agency.
5. CORRESPONDENCE
5.1 Union of British Columbia Municipalities -RV Park Development
Memo dated June 6, 2008 from Councillor Mary Sjostrom, Chair, Community
Economic Development Committee, UBCM providing information and inviting
comments on recommendations to create, maintain and expand recreational
vehicle park development in BC.
