COUNCIL WORKSHOP
September 15, 2008
The Minutes of the Municipal Council Workshop held on September 15, 2008 at
10:30 a.m. in the Blaney Room of the Municipal Hall, 11995 Haney Place, Maple
Ridge, British Columbia for the purpose of transacting regular Municipal business.

1. ADOPTION OF THE AGENDA
The agenda was approved with the following additions:

September 8, 2008 be adopted as circulated.

3. PRESENTATIONS AT THE REQUEST OF COUNCIL -Nil
4. UNFINISHED AND NEW BUSINESS
4.1 Development Permit Applications
The Director of Planning provided an explanation of the one year time limit in
a development permit which stipulates that a developer must substantially
begin construction prior to the lapse of that time. She addressed options
available to extend the development permit time limitation and advised that
staff did not recommend extending the time limit beyond eighteen months.

development permit lapses from one year to eighteen months.
Councillor Speirs -OPPOSED
4.2 RCMP/Mayors Consultative Forum
Staff report dated September 9, 2008 providing an overview of the meeting
between mayors from the Lower Mainland District and senior RCMP officials.
The General Manager, Corporate and Financial Services reviewed the report
and provided a summary of discussions held at the forum.
Mayor Robson spoke to the issues discussed at the forum and the positive
response of the RCMP to concerns raised in previous years.

Consultative Forum It was moved and seconded
ACTION ITEM
That the staff report dated September 9, 2008 titled
"RCMP/Mayors Consultative Forum" be received for
information.
CARRIED
Staff is to provide a summary of issues with respect to the RCMP which can
be raised at the upcoming Union of British Columbia Municipalities
conference.
4.3 Consideration of Endorsement of Community Action on Energy and Emissions
Program Targets
Staff report dated September 8, 2008 recommending endorsement of the
Ministry of Energy, Mines and Petroleum Resources (MEMPR) Community
Action on Energy and Emissions initiative (CAEE), conditional upon receiving
funding from the CAEE to assistant with the development of a Corporate and
Community Energy Plan.
The Manager of Sustainability and Corporate Planning reviewed the report.

Ministry of Energy, Mines and Petroleum Resources (MEMPR)
Community Action on Energy and Emissions (CAEE) program
and the preliminary energy targets listed in the staff report
dated September 8, 2008, conditional upon receiving funding
from the CAEE to assist with the development of a Corporate
and Community Energy Plan.

4.4 Appointment of License Inspector
Staff report dated September 11, 2008 recommending that the Director of
Licences, Permits and Bylaws be appointed to the position of License
Inspector.

appointed to the position of License Inspector as defined in
the Maple Ridge Business License and Regulation Bylaw No.
6333-2005.

6. BRIEFING ON OTHER ITEMS OF INTEREST/QUESTIONS FROM COUNCIL
6.1 "Counteract Your Carbon" Program
Mayor Robson spoke to the "Counteract Your Carbon" program being put
together for the District. He indicated that more public exposure to this
program would be beneficial.

That staff give a presentation highlighting the "Counteract Your
Carbon" program at a future Council meeting.

6.2 Metro Vancouver Land Use and Transportation Committee
Councillor Dueck distributed a copy of Maple Ridge Council Guidelines for
Interaction for review. She expressed concern in regard to recent newspaper
articles and the interactions between members of Council.

The land trust issue raised at a meeting of the Metro Vancouver Land Use and
Transportation Committee was discussed.
A discussion was held addressing the role of Council representatives on Metro
Vancouver committees.
