COUNCIL WORKSHOP
October 6, 2008
The Minutes of the Municipal Council Workshop held on October 6, 2008 at
10:30 a.m. in the Blaney Room of the Municipal Hall, 11995 Haney Place, Maple
Ridge, British Columbia for the purpose of transacting regular Municipal business.

That the minutes of the Council Workshop Meeting of
September 29, 2008 be adopted as circulated.

3. PRESENTATIONS AT THE REQUEST OF COUNCIL
3.1 Golden Crossing Constructors Joint Venture Presentation
-Ian McLeod, Director, Client Services, Karyo Edelman
-Charles Firman, Deputy Project Manager, Bilfinger Berger
Mr. Firman gave a PowerPoint presentation providing an update on the
progress of the Golden Ears Bridge construction project.
3.2 Coast Mountain Bus Company -Craig Van Alstyne, Service Planner
Translink-Teresa O'Reilly, Program Manager, Transit Planning
Mr. Van Alstyne advised on recent route changes and proposed new routes for
Maple Ridge. He addressed the issue of vandalism at the new Haney Place
transit exchange. A summary of transit service changes in Pitt Meadows/
Maple Ridge from September 2004 to April 2009 was circulated
Ms. O'Reilly advised on the timing of the development of area transit plans for
Lower Mainland communities including Maple Ridge and explained the
numerous factors to be taken into account prior to the development of such a
plan. She acknowledged the impact the two new bridges will have and
advised that a study of the impact will help TransLink respond better with
transit.

4. UNFINISHED AND NEW BUSINESS
4.1 Pavement Cuts and Degradation Fees
Staff report dated September 15, 2008 recommending amendment of
Application Fees Bylaw No. 5949-2001 to charge a pavement degradation fee
for utility cuts, the contribution of equivalent funds from the District projects
and works towards the Right-of-Way Management Program and the initiation
of discussions with utility companies operating in Maple Ridge to establish
Right-of-Way agreements.
The Municipal Engineer reviewed the report.

BL No. 5949-2001 It was moved and seconded
4.2 Electric Cars
That staff be directed to amend Application Fees Bylaw No.
5949-2001 to charge a pavement degradation fee for utility
cuts; and
That District projects and works contribute equivalent funds
towards the Right-of-Way Management Program for its cuts;
and further
That staff be directed to initiate discussions with the utility
companies operating in the District to establish Right-of-Way
agreements.

An e-mail dated October 6, 2008 from Denis Lang, Lang Motors, the Electric
Car Company, was distributed at the meeting.

4.3 November 10th Council Meetings
Councillor Dueck requested that consideration be given to cancelling the
Council meetings scheduled for November 10, 2008.

4.4 Stave Lake Road Plans
Mayor Robson advised of a Public Hearing in Mission on the use of Burma
Road at the Stave Lake flats and encouraged interested council members to
attend.
Councillor King advised that the District of Mission will be holding a Public
Hearing on the Silverdale Neighbourhood Plan and suggested that the District
of Maple Ridge be aware of the impact of the plan on Maple Ridge.
ACTION REQUIRED
Staff is to notify Council of upcoming Public Hearings for the District of
Mission.
4.5 Rooming Houses
Mayor Robson advised that the District of Mission has passed a new bylaw
regulating rooming houses similar to a bylaw passed by the City of Abbotsford.

That the Director of Licences, Permits and Bylaws provide
further information on the regulation of rooming houses as per
the bylaws of District of Mission and the City of Abbotsford.

4.6 Clarification of Prioritization of Area Plans
The Director of Planning advised on the priority given in the Official
Community Plan to the development of area plans. She indicated that
development of an agricultural plan and a review of commercial industrial
lands is required before proceeding with area plans. She also advised that a
report on the 256th Street area will be brought before Council later in the
month.
