COUNCIL WORKSHOP
October 27, 2008
The Minutes of the Municipal Council Workshop held on October 27, 2008 at 10:30
a.m. in the Blaney Room of the Municipal Hall, 11995 Haney Place, Maple Ridge,
British Columbia for the purpose of transacting regular Municipal business.

It was moved and seconded
That the minutes of the Council Workshop Meeting of October
20, 2008 be adopted as circulated.

3. PRESENTATIONS AT THE REQUEST OF COUNCIL
3.1 "Fraser Regional Correctional Center & Correctional Service of Canada:
Summary of Current Initiatives & Exploring Future Partnerships"
-Greg Fortnum, Area Director, Fraser Valley Community Corrections,
Correctional Service of Canada
-Steve DiCastri, Warden, Fraser Regional Correctional Centre and Ford
Mountain Regional Correctional Centre
Mr. Fortnum provided an update of initiatives that the Correctional Service of
Canada is participating in within the local community. He highlighted the new
Maple Ridge parole office which has recently opened and explained the role
the office has in dealing with released offenders. He advised that there will
be a Citizen's Advisory Committee open house at the new office on November
20, 2008.
Mr. DiCastri provided updated information on the Fraser Regional Correctional
Centre highlighting prisoner capacity and releases, staffing, employee
recruitment and programs being run out of the facility.
3.2 Waste to Energy Incineration Program
-Patricia Ross, City of Abbotsford, Chair -Fraser Valley Regional District Air
Quality and Environment Committee
Ms. Ross gave a presentation on the proposed Metro Vancouver waste to
energy incineration program which spoke to the potential negative impact of
the incineration facilities on the air quality in the Fraser Valley.
ACTION REQUIRED
Further discussion of the Waste to Energy Incineration Program, which will
include all representatives involved in the process, is to be included on a
future Council Workshop agenda.

4. UNFINISHED AND NEW BUSINESS
4.1 Letter of Intent for the Construction of a New Animal Shelter
Staff report dated October 21, 2008 recommending that the Corporate Officer
be authorized to sign the "Letter of Intent" for the construction of a new
animal shelter.
The General Manager, Corporate and Financial Services reviewed the letter of
intent.

That the Corporate Officer be authorized to sign the "Letter of
Intent" with the BC SPCA for the construction of a new animal
shelter as attached to the staff report dated October 21, 2008.

4.2 School Community Connections Program Strengthening the Connection sec
2008
Staff report dated October 18, 2008 recommending that the CEED Centre's
application to the School Community Connections "Strengthening the
Connection 2008" program for school gardens be endorsed.
The General Manager of Community Development, Parks and Recreation
Services reviewed the report.

4.3 Hampton and Laity Farms
Councillor King referred to an Agricultural Advisory Committee meeting during
which unresolved issues at the Hampton and Laity Farms resulting from the
Golden Ears Bridge construction were discussed. She asked that District staff
advocate on behalf of the Laity and Hampton families to help resolve the
outstanding problems.

in dealings with all the organizations working on the Golden
Ears Bridge construction site.

6. BRIEFING ON OTHER ITEMS OF INTEREST/QUESTIONS FROM COUNCIL
6.1 Update on the Livable Regional Strategic Plan and the Starred Properties as
per Metro Vancouver Board Meeting
Councillor Dueck provided an update of issues discussed at a Metro
Vancouver Board meeting. She advised that the position of Maple Ridge
Council asking for an appropriate level of information with respect to the
Livable Regional 2040 Preliminary Draft' prior to putting forward a decision
was upheld by the Metro Vancouver Board.
Councillor Dueck also advised that 5 Maple Ridge starred properties have
been removed from the green zone, however, the Jackson Farm area was not.
She noted that the District's request for removal of this property from the
green zone will still be brought forward through Metro Vancouver's review of
the Livable Region Strategic Plan.
