The Minutes of the Municipal Council Workshop held on August 31, 2009 at
10:30 a.m. in the Blaney Room of the Municipal Hall, 11995 Haney Place, Maple
Ridge, British Columbia for the purpose of transacting regular Municipal business.

4. UNFINISHED AND NEW BUSINESS
4.1 2009 Council Workshop Schedule
Staff report dated August 17, 2009 recommending that Resolution number
R/09-354, from the July 20, 2009 Council Workshop, be withdrawn and that
additional Council meetings be scheduled as required.
The Chief Administrative Officer reviewed the report.

That Council Workshop Meetings be held on a weekly basis for
the balance of 2009 with the exception of statutory holidays
and September 28, November 30 and December 21, 2009
and that the scheduling be reviewed in December 2009.

4.2 Tax Collection Update
The Manager of Revenue and collections provided an update of the 2009
property tax collection process. She also provided an explanation of the
deferral program established by the Province of British Columbia.
4.3 Harmonized Sales Tax
The General Manager, Corporate and Financial Services addressed the
provincial Harmonized Sales Tax initiative. A staff report dated August 19,
2009 to the Audit and Finance Committee was distributed and reviewed.

Lower Mainland Local Government Association for submission
to the Union of British Columbia Municipalities' upcoming
annual conference:

Harmonized Sales
Tax
Amendment
WHEREAS the Province of British Columbia is proposing to
harmonize the Provincial Sales Tax (PST) with the Goods and
Service Tax (GST);
AND WHEREAS municipalities currently recover 100% of the
GST;
THEREFORE BE IT RESOLVED that the Province of British
Columbia ensure that the proposed Harmonized Sales Tax
(HST) legislations allow municipalities to recover 100% of the
HST that they pay.

That the following text replace the paragraph beginning with
''THEREFORE BE IT RESOLVED"
THEREFORE BE IT RESOLVED that the Province of British
Columbia consult with the Union of British Columbia
Municipalities on the proposed Harmonized Sales Tax (HST)
legislations and at minimum ensure that the proposed HST
legislations allow municipalities to recover 100% of the HST
that they pay.

5.1 Juijiang City -2009 First World Famous Mountain Conference
Letter dated June 30, 2009 from Chao Senyan, Director of Foreign Affairs
Office, Juijiang City, China issuing an invitation for a delegation to attend the
2009 First World Famous Mountains Conference and enclosing a Letter of
Intent dated July 2009 to establish a Sister Cities relationship between the
District of Maple Ridge and Jiujiang City.

Letter dated July 14, 2009 from Suzanne Allard Strutt, Chief Executive Officer,
Founding Chair, BC Healthy Living Alliance requesting a letter of support for
the renewal of recreation infrastructure in the province of British Columbia.

5.3 Access Transit Users' Advisory Committee -Increase in Accessible Bus Stops
in Maple Ridge
Letter dated July 23, 2009 from Rob Sleath, Chair, Users' Advisory Committee
and Heather McCain, Vice Chair, Users' Advisory Committee requesting
support in developing a plan to convert Maple Ridge bus stops into accessible
stops and assurance that new bus stops meet accessibility standards.

Canada Wilderness Committee, requesting a letter be written to Premier
Campbell in support of the Tla-o-qui-aht First Nation designation of the
Ha'uukmin Tribal Park in Tofina, Clayoquot Sound.
