COUNCIL WORKSHOP
September 14, 2009
The Minutes of the Municipal Council Workshop held on September 14, 2009 at
9:00 a.m. in the Blaney Room of the Municipal Hall , 11995 Haney Place, Maple
Ridge, British Columbia for the purpose of transacting regular Municipal business.

4. UNFINISHED AND NEW BUSINESS
4.1 ERA Ecosystem Restoration Associates Inc. ("ERA") -Dr. Robert Falls, Chief
Executive Officer; Vince Poulin, Project Auditor; Mr. Tristan Jordan, Project
Manager, Mr. Bart Simmons, Chief Operating Officer
Dr. Falls gave a PowerPoint presentation providing an overview of the District
of Maple Ridge Community Ecosystem Restoration Project for 2008/2009.
Mr. Jordan spoke to areas within Maple Ridge which have undergone planting
and maintenance by ERA.
Dr. Falls explained the carbon offset program run by ERA.
4.2 20383, 20515, 20625, 20695 and 20785 Powell Avenue
Staff report dated September 10, 2009 providing a historical overview of
properties on Powell Avenue whose owners have petitioned for consideration
of exclusion of the lands from the Agricultural Land Reserve.
The Manager of Community Planning reviewed the report. She advised that
current property owners have not applied to have the land removed from the
Agricultural Land Reserve.
The General Manager, Public Works and Development Services advised that
these properties were not put forward as part of Metro Vancouver's draft
Regional Growth Strategy review.

4.3 Update on Process for the September 15, 2009 Public Hearing
The Manager of Legislative Services reviewed the process planned for the
September 15, 2009 Public Hearing (Official Community Plan and Zone
Amending Bylaws for property at 248 Street/100 Avenue and Jackson Road).
4.4 Response to Correspondence Received by the District
Request from Councillor Dueck for consideration of a resolution speaking to a
review of the existing communication policy and/or bylaws with respect to
correspondence received by Council.

That the existing communication policy and/or bylaws be
reviewed with the goal of updating and incorporating an
agreeable process of receiving and responding to both
traditional and e-mail correspondence that is addressed to
Mayor and Council.

5.1 BC Hydro -Funding for Electric Beautification Projects
Letter dated August 28, 2009 from Darryl DeSilva, Design Manager, Burnaby,
BC Hydro providing information on funding available from BC Hydro for
municipal beautification projects.

That the letter dated August 28, 2009 from Darryl DeSilva,
Design Manager, Burnaby, BC Hydro be forwarded to staff to
prepare a report and recommendations.

5.2 City of Burnaby -Non-Payment of Industrial Property Taxes
Letter dated September 3, 2009 from Nicolas M. Volkow, Acting Mayor, City of
Burnaby, requesting support of a resolution to the Union of British Columbia
Municipalities with respect to non payment of industrial property taxes.
