ADOPTION OF THE AGENDA The agenda was approved with the following additions: 4.4 Municipal Insurance Association of British Columbia Voting 4.5 HandyDart 2. MINUTES R/09-344 Minutes It was moved and seconded That the minutes of the Council Workshop Meeting of September 14, 2009 be adopted as circulated. CARRIED Council Workshop Minutes September 21, 2009 Page 2 of 5 3. PRESENTATIONS AT THE REQUEST OF COUNCIL 4. UNFINISHED AND NEW BUSINESS 4.1 Council Work Schedule Matrix Staff report dated September 17, 2009 providing a Council work schedule matrix listing key work items and dates when items will be brought before Council. The Chief Administrative Officer provided an explanation of the council work schedule matrix. He advised that the matrix identifies issues raised by Council at various sessions during the year. R/09-345 Aquifer Signage On Thornhill R/09-346 Council Work Schedule Matrix It was moved and seconded Staff is to provide a report on District involvement with the placement of signage indicating aquifer protection on Thornhill; and further Staff is to contact Fraser Health with regard to well water information in the area. CARRIED It was moved and seconded That the staff report dated September 17, 2009 entitled "Council Work Schedule Matrix" be received for information; and further That the Council Work Schedule Matrix be adopted for use and be brought forward on a quarterly basis for review. CARRIED Council Workshop Minutes September 21, 2009 Page 3 of 5 4.2 Policy Development and Maintenance Policy Staff report dated September 17, 2009 recommending approval of a Policy Development and Maintenance Policy to provide guidelines and standards to support effective development and maintenance of legislative and operational policies. The Manager of Legislative Services reviewed the report. The Chief Administrative Officer advised on the different types of District policies. He provided an explanation of how policies are developed and circulated throughout the organization. R/09-347 Policy Development And Maintenance It was moved and seconded Policy That the Policy Development and Maintenance Policy be amended with the addition of another bullet under the section 'Key Areas of Responsibility -Policy Maintenance" stating that new legislative policy be reviewed by Council one year after introduction; and further That the policy as amended be forwarded to the October 13, 2009 Council Meeting. CARRIED 4.3 Mayor and Council Correspondence Policy The Manager of Legislative Services reviewed the policy and the staff report. She explained the four streams of correspondence and how specific types of letters and e-mails are currently dealt with. R/09-348 Mayor and Council Correspondence Policy It was moved and seconded That consideration of the Mayor and Council Correspondence Policy be deferred to the October 5, 2009 Council Workshop Meeting. CARRIED Council Workshop Minutes September 21, 2009 Page 4 of 5 4.4 Municipal Insurance Association of British Columbia Voting Mayor Daykin advised that the Municipal Insurance Association's Annual General Meeting is scheduled for September 30th and that Councillor Hogarth and Councillor King are not available to attend. R/09-349 Municipal Insurance Association AGM It was moved and seconded 4.5 HandyDart That Mayor Daykin be authorized to act on the behalf of the District of Maple Ridge at the Municipal Insurance Association Annual General Meeting and that Councillor Ashlie be authorized to act as alternate. CARRIED Councillor Hogarth expressed concern over an incident where HandyDart would not drop off an Accessibility Advisory Committee member in front of the Maple Ridge Library. 5. CORRESPONDENCE 5.1 BC Lightkeepers -Resolution re: Lightstations E-mail and letter dated September 9, 2009 from Glen Farrough for Steve Bergh, President, BC Lightkeepers and Alice Woods, Vice President, BC Lightkeepers requesting consideration of a resolution supporting staffed lightstations. R/09-350 BC Lightkeepers Staffed Lightstations It was moved and seconded That the e-mail and letter dated September 9, 2009 from Glen Farrough for Steve Bergh, President, BC Lightkeepers and Alice Woods, Vice President, BC Lightkeepers be received for information and no further action taken.
