COUNCIL WORKSHOP
November 9, 2009
The Minutes of the Municipal Council Workshop held on November 9, 2009 at
9:00 a.m. in the Blaney Room of the Municipal Hall, 11995 Haney Place, Maple
Ridge, British Columbia for the purpose of transacting regular Municipal business.

1. ADOPTION OF THE AGENDA
The agenda was approved as circulated.

That the minutes of the Council Workshop Meeting of
November 2, 2009 be adopted with the following amendment:

That the minutes of October 26, 2009 be revised to indicate
that Councillor Dueck was not present at the meeting; and
further
That the minutes of November 2, 2009 be revised to indicate
the revision to the October 26, 2009 minutes;

4. UNFINISHED AND NEW BUSINESS
4.1 Regional Growth Strategy Update
Mayor Daykin provided an update on Metro Vancouver's draft Regional
Growth Strategy. He advised that the current draft plan will be reviewed at the
November 13th Metro Vancouver Board Meeting and that following the
meeting, a revised draft will be sent out to local governments to consider.
Feedback from local governments should be received by January 2010.
Metro Vancouver is expected to go to public hearings with a bylaw in March
2010.
Mayor Daykin explained some of the changes which have been made to the
draft regional growth strategy.
The Director of Planning explained how requests submitted by the
municipality were dealt with by Metro Vancouver.
Discussion was held around the exclusion of the Albion area as a special
study area in the draft regional growth strategy.

That Metro Vancouver be requested to include the Albion Area
as a Special Study Area in the Metro Vancouver Regional
Growth Strategy.

4.2 Albion Area Process Report
Staff report dated November 5, 2009 recommending that staff be directed to
pursue Option 1 in the staff report in order to advance an area planning
process for the Albion Flats Area.
The Manager of Community Planning reviewed the report. She explained that
should an option to move forward be chosen, a more defined work program
will be brought back to Council for review.

That Maple Ridge Council and District staff meet with
representatives of the Agricultural Land Commission ("ALC") to
ascertain whether the ALC is prepared to consider exclusions
in Area A, Albion Flats.

That District staff immediately commence development of an
area plan for Albion Area B.

5.1 Blue Mountain Kanaka Creek Conservation Group -Blue Mountain Provincial
Forest Wildlife Management Area
Letter dated October 28, 2009 from Jim Bradshaw, Blue Mountain Kanaka
Creek Conservation Group, requesting support for efforts to establish a
Protected or Wildlife Management Area with the Blue Mountain Provincial
Forest.
