COUNCIL WORKSHOP
November 23, 2009
The Minutes of the Municipal Council Workshop held on November 23, 2009 at
9:00 a.m. in the Blaney Room of the Municipal Hall, 11995 Haney Place, Maple
Ridge, British Columbia for the purpose of transacting regular Municipal business.

November 16, 2009 It was moved and seconded
That the minutes of the Council Workshop Meeting of
November 16, 2009 be adopted with the following
amendment:
That Resolution R/09-455 read "That Council reaffirm that
staff proceed with developing a draft environmental
management strategy."

3. PRESENTATIONS AT THE REQUEST OF COUNCIL
3.1 Ambulance Response Protocols Presentation
-Buck Black, Superintendent, BC Ambulance Service
Superintendent Black gave a PowerPoint presentation which reviewed the
services provided by the BC Ambulance Services, local resources, call volumes
and community involvement through education and training programs.
3.2 North Alouette Water Licences
-Julia Berardinucci, Ministry of Environment
-Bruce Clark, Department of Fisheries and Oceans
Ms. Berardinucci provided information on the responsibilities of the Ministry of
Environment and on the Water Act, the legislation governing the issuance of
water licences. Ms. Berardinucci also advised on the how the Fisheries Act
works in conjunction with the Water Act. She addressed the situation
pertaining to the unlicensed removal of water from the North Alouette River in
Pitt Meadows to irrigate a cranberry farm.
Mr. Clark provided information as to the responsibilities of the Department of
Fisheries and Oceans.

3.3 Metro Vancouver "Experience the Fraser Presentation"
-Wendy Dadalt, Experience the Fraser Inter-Regional Project Coordinator,
Metro Vancouver Regional Parks
-Director Gail Martin, Chair, Metro Vancouver Parks Committee
Ms. Martin gave a PowerPoint presentation which provided details of the
Lower Fraser River Corridor project to enhance Fraser River water frontage
though a partnership between the provincial government, Metro Vancouver
and the Fraser Valley Regional District. She advised that the Director of Parks
and Facilities will be the staff contact for the District of Maple Ridge.
Note: Councillor Dueck left the meeting at 10:46 a.m.
4. UNFINISHED AND NEW BUSINESS
4.1 2009 Capital Program Status
The Municipal Engineer gave a PowerPoint presentation which provided an
update on the 2009 capital projects. The General Manager, Corporate and
Financial Services advised on the methodology prescribed to dedicate funds
to specific projects. The Manager of Financial Planning spoke to the use of,
and investment of, development cost charges.
4.2 2010 Council Meeting Schedule
Staff report dated November 17, 2009 recommending adoption of the 2010
Council Meeting Schedule as presented.

That the 2010 Council meeting schedule attached to the staff
report dated November 17, 2009 be adopted.

That Resolution R/09-461 be tabled to the November 24,
2009 Council Meeting.

4.3 2010 Committee and Commission Appointments
Mayor Daykin noted that Councillor Dueck should be included as the alternate
for the Ridge Meadows Youth Justice Advocacy Association.

That the 2010 Committee and Commission Appointments and
Acting Mayor Schedule as attached to the agenda be approved
noting the addition of Councillor Dueck as the alternate to the
Ridge Meadows Youth Justice Advocacy Association.
