The Minutes of the Municipal Council Workshop held on January 24, 2011 at 9:00
a.m. in the Blaney Room of the Municipal Hall, 11995 Haney Place, Maple Ridge,
British Columbia for the purpose of transacting regular Municipal business.

3. PRESENTATIONS AT THE REQUEST OF COUNCIL
4. UNFINISHED AND NEW BUSINESS
4.1 E-Comm 911-Introduction to new President and CEO, David Guscott
Mayor Daykin introduced David Guscott of E-Comm 911 whereupon
introductions took place. Mr. Guscott provided an overview of his background
and the connections with government members and the working relationships
he has established. Mr. Guscott advised that previously he was a Deputy
Minister in Ontario in various Ministries and was involved with various
emergencies throughout the years whereupon he provided examples.
Mr. Guscott advised that in 2010 there was a 13% increase for 911 calls in
Maple Ridge, however a reduction of non-emergency calls. Information was
provided with regards to the increase of accidental 911 calls throughout
Canada and discussion took place with regards to educating the public about
the importance of the caller staying on the line.
Councillor King referred to a recent presentation from the United Way and
suggested that the two agencies connect, whereupon Mr. Guscott agreed to
follow-up with the United Way.
Mr. Guscott extended his thanks to Mayor Daykin and Council.
Councillor Dueck thanked Mr. Guscott for attending and advised that Council
would be willing to provide a letter of support if required.
4.2 Visitor Centre Update
Verbal presentation by Kristina Gervais, Executive Director, Tourism Maple
Ridge & Pitt Meadows.
Ms. Gervais gave a PowerPoint presentation that provided a summary of the
accomplishments to date of Tourism Maple Ridge & Pitt Meadows and an
overview of their plan for 2011 to 2015.

4.3 Metro Vancouver Regional Food System Strategy
Report from the Agricultural Advisory Committee dated January 24, 2011
requesting Council endorse a resolution to support Metro Vancouver in their
Regional Food Strategy.

4.4 Matrix Update
It was moved and seconded
That Council endorse the resolution of the Agricultural Advisory
Committee, as stated and attached in the letter dated January
18, 2011.

Staff report dated January 18, 2011 recommending that the Council Matrix
attached as Appendix I be adopted.

4.5 RCMP Contract Update
Verbal report by Mayor Daykin
Mayor Daykin advised that he attended the Lower Mainland Mayor's Forum on
January 18th and invited RCMP Assistant Commissioner, Norm Lipinski, to a
future workshop. Mayor Daykin provided further details with regards to the
scrap metal industry and the issues surrounding the bylaws.
Mayor Daykin reported on the Lower Mainland integrated teams, the
provincial responsibility, the requirement for political support if the bylaw
moves forward, and the need to cover the entire region.

4.6 Letter to Minister of Fisheries and Oceans, North Alouette River Fish Stock
Presentation by Councillor Ashlie of letter to the Federal Government
The draft letter to the Minister of Fisheries and Oceans was reviewed and
discussion took place as to who should be copied. It was agreed that the
letter should copied to Randy Kamp, opposition critics and Pitt Meadows.
Further discussion determined that the wording in paragraph 3 should read:
"the responsibilities of your Ministry are not being met." Mayor Daykin
advised that a draft letter will be prepared in his office and sent for approval
prior to sending out.
4.7 Cell Tower
The Acting General Manager of Public Works and Development provided
information regarding the application and notification process required by
Industry Canada for placement of cell towers. She noted that the District has
limited ability to influence this process.
