ADOPTION OF THE AGENDA The agenda was approved with the addition of the following item: 4.6 Albion Hall 2. MINUTES R/2011-148 Minutes April 4, 2011 It was moved and seconded That the minutes of the Council Workshop Meeting of April 4, 2011 be adopted as circulated. CARRIED Council Workshop Minutes April 11, 2011 Page 2 of 4 3. PRESENTATIONS AT THE REQUEST OF COUNCIL -Nil 4. UNFINISHED AND NEW BUSINESS 4.1 Bar Watch Update Presentation by Superintendent Dave Walsh and Inspector Derren Lench, Ridge -Meadows RCMP Inspector Lench provided an update on the local Bar Watch program. He outlined the process involved in forming a Bar Watch Association and spoke to the progress made working in conjunction with bar owners to move the program forward in Maple Ridge. He provided examples of similar programs in other Lower Mainland communities. Note: Councillor Hogarth joined the meeting at 10:39 a.m. Inspector Lench reported on guidelines set out through the Bar Watch program and how the guidelines will be incorporated. He advised that the program will go live on April 19. He thanked Councillor Ashlie for her commitment toward the establishment of the program. 4.2 Transportation Plan Update Presentation by John Steiner, Urban Systems Ltd. Mr. Steiner of Urban Systems Ltd. gave a PowerPoint presentation providing an overview of the 2003 Transportation Plan, a summary of completed improvements from 2003 to 2010 and an update on the process involved in establishment of the 2011 Transportation Plan. 4.3 Ministry of Agriculture Bylaw Standard for Residential Uses in the Agricultural Land Reserve Report dated April 4, 2011 from the Agricultural Advisory Committee recommending that the report titled "Ministry of Agriculture Bylaw Standard for Residential Uses in the Agricultural Land Reserve" be forwarded to the Ministry of Agriculture for information. Council Workshop Minutes April 11, 2011 Page 3 of 4 R/2011-149 Ministry of Agriculture Bylaw Standard It was moved and seconded That the report titled "Ministry of Agriculture Bylaw Standard for Residential Uses in the Agricultural Land Reserve" be forwarded to the April 12, 2011 Council Meeting. CARRIED 4.4 Remedial Action for the Demolition of Hazardous Structure at 11715 224 Street The Director of Licences, Permits and Bylaws reviewed the report. She gave a PowerPoint presentation providing photos of the property taken on March 17, 2011. She advised that concerns pertaining to the building have been forwarded to the owner of the property and that the owner was notified of Council meeting dealing with remedial action. The General Manager of Public Works and Development Services advised that the staff report was vetted through legal counsel. R/2011-150 Remedial Action Order 11715 224 St 4.5 Matrix Update It was moved and seconded That the recommendation in the staff report dated April 11, 2011 imposing remedial action requirements on the property owner at 11715 224 Street be forwarded to the April 12, 2011 Council meeting. CARRIED Staff report dated April 11, 2010 recommending that the Council Matrix attached as Appendix I be adopted. The Chief Administrative Officer reviewed the report and the attached matrix. R/2011-151 Council Matrix It was moved and seconded That the Council Matrix attached as Appendix I to the staff report dated April 11, 2011 be adopted. CARRIED Council Workshop Minutes April 11, 2011 Page 4 of 4 ~.6 Albion Hall There was a discussion pertaining to the demolition of Albion Hall. Councillor King requested information on Council's ability to reconsider the original motion authorizing demolition of the hall. The Manager of Legislative Services advised that a reconsideration of an original motion has a timeline of 30 days and that this time period has elapsed. 5. CORRESPONDENCE -Nil 6.
