ADOPTION OF THE AGENDA The agenda was adopted with the additional of the following items: Item 4.5 Remedial Action Order -11715 224 Street -Request for Reconsideration Item 4.6 Parcel Tax Review Panel Appointment Council Workshop Minutes April 18, 2011 Page 2 of 4 2. MINUTES R/2011-164 Minutes April 11, 2011 It was moved and seconded That the minutes of the Council Workshop Meeting of April 11, 2011 be adopted as circulated. CARRIED 3. PRESENTATIONS AT THE REQUEST OF COUNCIL -Nil 4. UNFINISHED AND NEW BUSINESS 4.1 Downtown Maple Ridge Business Improvement Association Presentation -lneke Boekhorst, Executive Director; Anil Bharwani, President, Board of Directors The Executive Director gave a PowerPoint presentation providing general information on business improvement associations and outlining the functions of the Maple Ridge Downtown Business Improvement Association. 4.2 Cultural Mapping Process The Recreation Manager of Community Connections gave a PowerPoint presentation on the cultural mapping process. She provided a definition of cultural mapping and advised on the outcomes of the process. 4.3 Health and Wellness The Recreation Programmer highlighted accomplishments of the Health and Wellness program over the last year and outlined the 2011 initiatives. The Program Assistant advised on Health and Wellness promotions and showcased the new Parks and Leisure Summer Camp Guide. The Lesson Supervisor provided information on the Parks and Leisure aquatics program. Council Workshop Minutes April 18, 2011 Page 3 of 4 4.4 Parks and Leisure Services Fee Setting Amendment Discussion of Item 1151 on the April 18, 2011 Committee of the Whole Agenda The General Manager of Community Development, Parks and Recreation Services reviewed the report. Note: Item 4.5 was dealt with prior to Item 4.2 4.5 Remedial Action Order -11715 224 Street -Request for Reconsideration -Parmjit Kaur Niger, Owner; Gursh Rakrha, Contractor The Director of Licences, Permits and Bylaws reviewed the staff report brought forward at the April 12, 2011 Council Meeting. She reviewed the terms of the Council resolution and provided an update on work carried out by the property owner to date. She spoke to time constraints being experienced by the owner related to disposal of hazardous materials. Mr. Rakrha outlined the work carried out on the property in response to the remedial action order. He spoke to the timing involved in the removal of hazardous materials and indicated that the building on the property is ready for demolition once hazardous materials are removed. Mr. Rakrha advised that hazardous materials should be removed within 5 to 7 days and that a contractor is on standby for demolition. He indicated that the Director of Licences, Permits and Bylaws will be kept advised of all incoming reports pertaining to the demolition of the building. R/2011-165 Remedial Action Order 11715 224 Street It was moved and seconded BE IT RESOLVED that the remedial action resolution approved for the structure located at 11715 224th Street Maple Ridge, BC at the April 12, 2011 Council meeting be amended to give the owner until May 2, 2011 to complete, in its entirety, all works set out in the resolution; and further That the owner shall secure the building against unauthorized entry and maintain such security such as regular patrols and take any additional measures necessary to keep the building secure up to, and including, onsite security. CARRIED Council Workshop Minutes April 18, 2011 Page 4 of 4 4.6 Parcel Tax Review Panel Appointment Mayor Daykin informed Council that Councillor Speirs is unable to attend the Parcel Tax Review and requested that another Councillor be appointed in his place. R/2010-166 Appointment to Parcel Tax Review Panel It was moved and seconded That Councillor Hogarth be appointed to the Parcel Tax Review Panel in place of Councillor Speirs. CARRIED 5.
