ADOPTION OF THE AGENDA The agenda was approved with the addition of the following item: 5.6 Metro Vancouver -Community Plan for the Public System of Integrated Early Care and Learning 2. MINUTES R/2011-396 Minutes July 25, 2011 It was moved and seconded That the minutes of the Council Workshop Meeting of July 25, 2011 be adopted as circulated. CARRIED Council Workshop Minutes August 29, 2011 Page 2 of 6 3. PRESENTATIONS AT THE REQUEST OF COUNCIL -Nil 4. UNFINISHED AND NEW BUSINESS 4.1 Parks and Leisure Services Satisfaction Survey Results -Barb Justason, Principal, Justason Consulting Ms. Justason gave a PowerPoint presentation summarizing the results of surveys carried out to measure residents' usage of, and satisfaction with, the parks and recreation programs and facilities. 4.2 Children and Youth Services Summer Program Update The Recreation and Social Planning Coordinator and the Youth Programmer provided a PowerPoint presentation outlining summer programs and activities organized by Child, Youth and Access Services. Note: Item 4.3 was dealt with prior to Item 4.2 4.3 Ridge Meadows Youth Diversion Program -Bart Findlay, Vice President, Kathi Halpin, Secretary-Treasurer and Ranjit Kingra, Program Co-ordinator Mr. Findlay distributed a handout outlining his presentation. He spoke to the vision and mission of the Ridge Meadows Youth and Justice Advocacy Association, what the program does and how Council can assist in furthering the program. Ms. Ranjit provided a history of the program, how it was started and outlined funding provided by other communities with similar programs. R/2011-397 Ridge Meadows Youth Diversion Program It was moved and seconded That discussion of future funding for the Ridge Meadows Youth Diversion Program be moved to Business Planning. CARRIED 4.4 Northumberland Court Update The Director of Licences, Permits and Bylaws provided an update on progress made at the Northumberland Court property. She advised that the owner had declined to appeal an order to demolish passed by Council on July 26, 2011 and that the demolition will be moving forward. She also advised that staff is monitoring the work being done and will keep Council informed. Council Workshop Minutes August 29, 2011 Page 3 of 6 4.5 Municipal Election Update The Chief Election Officer have a PowerPoint presentation advising on the progress of preparations for the upcoming local general election. The Manager of Corporate Communication provided information on the new "Get Out the Vote" campaign 5. CORRESPONDENCE 5.1 Canadian Cancer Society: Banning the Use and Sale of Cosmetic Pesticides in BC: Request for Letter of Support from the District of Maple Ridge E-mail dated July 26, 2011 from Britt Karlstrom, Public Outreach Specialist, Canadian Cancer Society, BC and Yukon Division, requesting letter of support for the ban of use and sale of cosmetic chemical pesticides for lawns and gardens in BC. R/2011-398 Use of Cosmetic Pesticides in BC Letter of Support It was moved and seconded That a letter of support for the ban of use and sale of cosmetic chemical pesticides for lawns and gardens in BC be sent to Provincial Minister of the Environment and the Premier. CARRIED 5.2 Blue Mountain Conservation Group Letter dated August 13, 2011 from Yukiko Tanaka, Blue Mountain Kanaka Creek Conservation Group, requesting that Mayor and Council send a letter urging the Provincial Government to carry out a hydrological study to define the recharge area of Kanaka Creek/Whonnock Acquifer and set a standard of protection. The General Manager of Community Development, Parks and Recreation Services reviewed the letter. She advised that the Ministry of Natural Resources will support a meeting of all stakeholders as next step in implementing a strategy for Blue Mountain. Council Workshop Minutes August 29, 2011 Page 4 of 6 R/2011-399 Blue Mountain Conservation Group It was moved and seconded That the letter dated August 13, 2011 from Yukiko Tanaka, Blue Mountain Kanaka Creek Conservation Group be received for information and that further information be brought forward following a meeting between stakeholders and the Ministry of Natural Resources. CARRIED 5.3 BC Ambulance Service -Invitation to Meet with Executive Management E-mail dated August 19, 2011 from Les Fisher, Chief Operating Officer and Carl Roy, Executive Officer, BC Ambulance Service, issuing an invitation to meet during the September 28 and 29, 2011 Union of British Columbia Municipalities ("UBCM ") Convention. It was the consensus of Council that the Councillors attending the UBCM Convention will meet with BC Ambulance Service representatives to discuss increases in ambulances providing service to Maple Ridge. 5.4 Fraser Health -District of Maple Ridge Smoking Regulation Bylaws and Amendments Letter dated August 18, 2011 from Larry Gustafson, Medical Health Officer, requesting enhancements to the District of Maple Ridge's Smoking Regulation Bylaws. R/2011-400 Fraser Health Smoking Bylaws It was moved and seconded That the letter dated August 18, 2011 from Larry Gustafson, Medical Health Officer be referred to staff. CARRIED Council Workshop Minutes August 29, 2011 Page 5 of 6 5.5 Canadian Office and Professional Employees Union (COPE 378) -BC Hydro Smart Meters Letter dated August 17, 2011 from David Black, COPE 378 President, advising on potential job losses resulting from the legislated installation of Smart Meters and requesting that municipal governments speak out on the negative impacts of Smart Meters. R/2011-401 BC Hydro Smart Meters It was moved and seconded That the letter dated August 17, 2011 from David Black, COPE 378 President, be received for information. CARRIED 5.6 Metro Vancouver -Community Plan for the Public System of Integrated Early Care and Learning Councillor Ashlie introduced a letter and report dated August 9, 2011 from Metro Vancouver titled "Community Plan for the Public System of Integrated Early Care and Learning". R/2011-402 Integrated Early Care and Learning It was moved and seconded That the letter and report dated August 9, 2011 from Metro Vancouver titled "Community Plan for the Public System of Integrated Early Care and Learning" be referred to the Maple Ridge Social Planning Advisory Committee for discussion.
