COUNCIL WORKSHOP
September 19, 2011
The Minutes of the Municipal Council Workshop held on September 19, 2011 at
9:00 a.m. in the Blaney Room of the Municipal Hall, 11995 Haney Place, Maple
Ridge, British Columbia for the purpose of transacting regular Municipal business.

3. PRESENTATIONS AT THE REQUEST OF COUNCIL -Nil
4. UNFINISHED AND NEW BUSINESS
4.1 Lower Mainland Policing
RCMP Chief Supt. Janice Armstrong, Operations Officer for the Lower
Mainland District Regional Police Service;
The Chief Superintendent distributed the 2010/11 Annual Report for the
RCMP's Lower Mainland District Integrated Teams. She provided a
PowerPoint presentation outlining the integration of police services and
explaining the cost and budgeting of each integrated team.
Note: Mayor Daykin joined the meeting at 9:36 a.m. He resumed as Chair at 10:10 a.m.
Note: Councillor Dueck left the meeting at 10:10 p.m.
4.2 Fire Department Update -Northumberland Court, Don Cherry Sports Bar and
North Road Fires
The Fire Chief provided an update on the status of buildings on Fraser Street
and North Road, the Don Cherry Sports Bar, the Northumberland Court site
and a property in the 12900 Block of Alouette Road, all of which have been
damaged by fire.

There was discussion on the exploration of a mechanism of higher taxation
levels on derelict and/or vacant buildings in the community. Councillor Ashlie
indicated that she will bring forward a motion at the September 26, 2011
Council Workshop meeting to address the issue.
4.3 On-Line Council Video Demonstration
The Manager of Legislative Services reported on the exploration of software
products which can facilitate the live broadcast of Council meetings on the
District website.
The Chief Information Office r spoke to the software options and gave a
demonstration as to how the product would look on the District website. He
provided samples of two different appearances for Council's opinion.
Note: Councillor Dueck returned to the meeting at 10:44 a.m.
There was discussion on the extension of live recording to the Blaney Room in
the future and the use of such software to increase public participation.
Note: The meeting was recessed at 11:05 a.m. and reconvened at 11:15 p.m.
4.4 River Road Storm Sewer
Staff report dated September 19, 2011 providing a status update on the River
Road Storm Sewer Project.
The Municipal Engineer reviewed the report.

4.5 Verbal update on the Albion Area Plan Agricultural Land Commission
Request
Councillor Hogarth requested a status report on the District's request
pertaining to the Albion Area Plan forwarded to the Agricultural Land
Commission.
The General Manager of Public Works and Development Services advised that
staff will follow up with the Agricultural Land Commission to determine the
status of the request.
4.6 Trees on Shady Lane
Councillor King asked about the safety and integrity of trees on Shady Lane
during infrastructure work being carried out along the street.
Staff advised on the work being done to protect the trees during construction.

5.1 Union of British Columbia Municipalities -British Columbia: RCMP Contract
Management Committee
Memo dated September 8, 2011 from the Union of British Columbia
Municipalities Secretariat inviting expressions of interest for an appointment
of a local government representative as a member of the British
Columbia/Local Government RCMP Contract Management Committee.
