COUNCIL WORKSHOP
November 7, 2011
The Minutes of the Municipal Council Workshop held on November 7, 2011 at 9:00
a.m. in the Blaney Room of the Municipal Hall, 11995 Haney Place, Maple Ridge,
British Columbia for the purpose of transacting regular Municipal business.

3. PRESENTATIONS AT THE REQUEST OF COUNCIL -Nil
3.1 Lower Mainland Treaty Advisory Committee (LMTAC) -Mayor Ralph Drew
Presentation by Mayor Ralph Drew, LMTAC Chair and staff report dated
November 7, 2011 recommending that the principles for negotiating Local
Government Service Agreements with First Nations be endorsed.
Mayor Drew provided a PowerPoint presentation on a discussion paper
drafted by local government to assist in negotiations with First Nations when
engaging in servicing agreement discussions.

4. UNFINISHED AND NEW BUSINESS
4.1 Provincial Funding for Public Libraries
Discussion of resolution for Fraser Valley Regional Library Member Councils

For Public Libraries
It was moved and seconded
WHEREAS the Province of BC's infrastructure investments in
BC's public libraries fund valuable collaborative, province-
wide initiatives that benefit all public libraries and all British
Columbians.
AND WHEREAS provincial funding for public libraries
empowers all BC residents by giving them equitable access to
information, supports BC's literacy, economic growth,
community development, and family life; and builds capacity
throughout BC by enabling libraries to collaborate, share
resources, leverage mutual interests, and reduce costs;
THEREFORE BE IT RESOLVED that the Council of the District
of Maple Ridge send a letter to the Provincial Government
through the Minister of Education to encourage the Provincial
Government to maintain generous financial support for public
libraries in British Columbia.

4.2 November Council Meeting Schedule
The Manager of Legislative Services sought direction from Council on
canceling the scheduled November 21, 2011 Council Workshop and Closed
Council meetings. She advised that typically these meetings are not held
immediately following a Local Government Election.

4.3 Customer Service Standards Initiatives Update
The General Manager of Public Works and Development Services provided an
update on the Customer Service Standards Initiatives. He advised that a
consultant worked with front line staff on developing initiatives to improve
customer service. He introduced Jenny Lewis of LEWC0 Consulting Inc.
Ms. Lewis introduced District staff participating in the development of the
standards initiatives, identified other participants and highlighted the key
themes addressed through the initiative.
Note: Councillor Dueck left the meeting at 10:01 a.m. and returned at 10:42 a.m.

4.4 Port Haney Neighbourhood Change Initiative -Chris Iversen and Yvonne
Desabrais, Chairs; Michelle Ninow, Port Haney Consultant
Ms. Desabrais spoke to activities initiated by the Port Haney Neighbourhood
group and highlighted Port Haney Day events. She listed accomplishments of
the last year and outlined activities planned for the upcoming year.
Mr. Iversen provided an update on work being done by the Parking, Speeding
and Traffic Committee as part of the Port Haney Neighbourhood Change
Initiative and on discussions held with Translink. He advised that the group is
planning a 2nd Annual Carolling event and that a subcommittee has been
struck to hire a co-ordinator for the future.
4.5 Alouette Valley Association Proposal for 132 Avenue (216 Street to 232
Street)
Staff report dated November 7, 2011 providing information on District
initiatives in dealing with safety and traffic issues on 132 Avenue from 216
Street to 232 Street.
The General Manager of Public Works and Development Services reviewed
the report.

5.1 Metro Vancouver -Pan-Municipal Affairs Service Establishment Bylaw
Letter from Lois E. Jackson, Chair, Metro Vancouver Board, requesting the
consent of Council for the adoption of The Greater Vancouver Regional District
Pan-Municipal Affairs Service Establishment Bylaw No. 1157, 2011 to permit
the Regional District to provide various services of pan-municipal interest.
Mayor Daykin reviewed the letter from Metro Vancouver.

Letter from Lois E. Jackson, Chair, Metro Vancouver Board, requesting the
consent of Council for the adoption of The Greater Vancouver Regional District
Labour Relations Conversion and Amendment No. 1156, 2011 and a staff
report recommending that Maple Ridge Council consent on behalf of the
electors to the adoption of the bylaw.
The Executive Director reviewed the letter and the staff report.
