ADOPTION OF THE AGENDA The agenda was adopted with the addition of the following item: 4.4 Letter of Recognition to Johnny Carline 2. MINUTES R/2011-553 Minutes November 7, 2011 It was moved and seconded That the minutes of the Council Workshop Meeting of November 7, 2011 be adopted as circulated. CARRIED Council Workshop Minutes November 21, 2011 Page 2 of 4 3. PRESENTATIONS AT THE REQUEST OF COUNCIL -Nil Note: Councillor Dueck arrived at 10:35 a.m. 4. UNFINISHED AND NEW BUSINESS 4.1 Alouette Home Start Society Request Staff report dated November 21, 2011 recommending that a request from Alouette Home Start Society for free use of a municipal rental property for the purpose of transitional housing for youth be supported in principle and be forwarded for public notice prior to approval. The General Manager of Community Development, Parks and Recreation Services advised on work done toward receiving a grant for transitional housing for youth. She also advised that staff is looking for direction from Council on proceeding with the grant request and that a follow up staff report will follow. The Director of Community Services introduced Stephanie Ediger, the Executive Director from the Alouette Home Start Society and reviewed the report. R/2011-554 Alouette Home Sta rt Society Request ' It was moved and seconded That the request from Alouette Home Start Society (AHSS) for free use of a municipal rental property for a period of 3 years for the purpose of transitional housing for youth be forwarded to the November 22, 2011 Council Meeting. CARRIED 4.2 Blue Mountain Update Staff report dated November 21, 2011 providing an update on discussions pertaining to the development of a management plan for Blue Mountain. The General Manager of Community Development, Parks and Recreation Services reviewed the report. Council Workshop Minutes November 21, 2011 Page 3 of 4 4.3 Metro Vancouver -Labour Relations Conversion and Amendment Interim Bylaw (forwarded from the November 8, 2011 Council Meeting) Letter from Lois E. Jackson, Chair, Metro Vancouver Board, requesting the consent of Council for the adoption of The Greater Vancouver Regional District Labour Relations Conversion and Amendment No. 1156, 2011 and a staff report recommending that Maple Ridge Council consent on behalf of the electors to the adoption of the bylaw. The Executive Director reviewed the staff report and recommendation. He provided a handout detailing the status of other municipalities and which have consented to the adoption of the bylaw. He outlined the primary reasons for the pursuit of a new model and advised on the current function of the Labour Relations Bureau. R/2011-555 Metro Vancouver BL 1156, 2011 Forwarded It was moved and seconded That discussion of the The Greater Vancouver Regional District Labour Relations Conversion and Amendment Bylaw (No. 1156, 2011) be forwarded to the November 22, 2011 Council Meeting. CARRIED 4.4 Letter of Recognition to Johnny Carline Councillor King proposed that a letter of recognition be written to Johnny Carline, Chief Administrative Officer for Metro Vancouver, who has announced his retirement, for the work done on the Metro Vancouver Regional Growth Strategy Council Workshop Minutes November 21, 2011 Page 4 of 4 R/2011-556 Letter of Recognition It was moved and seconded That a letter be sent to Mr. Johnny Carline, Chief Administrative Officer, Metro Vancouver in recognition of work done on the Metro Vancouver Regional Growth Strategy.
