MINUTES R/2013-001 Minutes December 3, 2013 It was moved and seconded That the minutes of the Council Workshop Meeting of December 3, 2013 be adopted as circulated. CARRIED Council Workshop Minutes January 7, 2013 Page 2 of 5 3. PRESENTATIONS AT THE REQUEST OF COUNCIL -Nil 4. UNFINISHED AND NEW BUSINESS 1.1 Hammond Mill -Ric Slaco, Vice President Mr. Slaco gave a PowerPoint presentation which outlined various properties owned by lnterfor and advised on plans for the future in relation to these properties. He spoke to a vision of growth for the company and the community and advocated for discussions between the District and lnterfor to determine best use for surplus lands held by the company. 4.2 Pitt Meadows Agricultural Land Reserve Exclusion Application by Local Government Referral Staff report dated January 7, 2013 recommending that the report be received as information and forwarded to the Agricultural Land Commission for consideration and that the City of Pitt Meadows receive a copy of the report. The General Manager of Public Works and Development provided information on the application submitted to the Agricultural Land Commission by the City of Pitt Meadows. The Municipal Engineer reviewed traffic statements and spoke to possible traffic impacts resulting from the application. He advised that a full traffic analysis has not been carried out. R/2013-002 Exclusion Application It was moved and seconded Forward to Council That the report "Pitt Meadows ALR Exclusion Application by Local Government Referral" dated January 7, 2013 be received as information and be forwarded to the January 8, 2013 Council Meeting. CARRIED Council Workshop Minutes January 7, 2013 Page 3 of 5 4.3 2012-036-CP, Update on Public Consultation for Draft Wildfire Development Permit Area Guidelines Staff report dated January 7, 2013 recommending that staff be directed to prepare the Wildfire Development Permit Area Guidelines Official Community Plan Amending Bylaw, along with an amendment to Development Procedures Bylaw No. 5879-1999. The Fire Chief spoke to the history and background of the development of the draft Wildlife Development Permit Area Guidelines. He introduced Bruce Blackwell, the consultant who authored reports in 2006 and 2007 which included recommendations to improve wildfire safety in the community, a number of which the Fire Department has acted on. The Fire Chief gave a PowerPoint presentation outlining the process followed to date. L. Zosiak, Planner, explained the next steps in the process and reviewed the recommendations. Mr. Blackwell spoke to green space areas in the community which may become hazardous. He advised on wildfire protection treatments carried out in other communities. He commented on funding through grants available to municipalities for various wildfire protection treatments. R/2013-003 Wildfire Development It was moved and seconded Permit Area Guidelines Refer to staff That the staff report dated January 7, 2013 titled "2012-036- CP, Update on Public Consultation for Draft Wildfire Development Permit Area Guidelines" be referred back to staff. CARRIED Note: The meeting was recessed at 11:10 a.m. and reconvened at 2:25 p.m. Councillor Dueck was not in attendance when the meeting was reconvened. Council Workshop Minutes January 7, 2013 Page 4 of 5 4.4 Labour Relations Service Bylaw No. 1182, 2012 Discussion of Item 1171 on the January 8, 2013 Council Meeting agenda Letter dated December 5, 2012 from Greg Moore, Chair, Metro Vancouver Board, requesting that Council consent to the terms and conditions of the withdrawal of the Greater Vancouver Regional District Labour Relations Service Bylaw No. 1182, 2012 and that Council approve the adoption of the Greater Vancouver Labour Relations Service Bylaw No. 1182, 2012. Mayor Daykin reviewed the letter. He stressed that the proposed bylaw requires 100% acceptance by Metro Vancouver members and described other aspects of the bylaw. The Chief Administrative Officer provided information on the proposed bylaw. He outlined the history of the Labour Relations Board which resulted in the bylaw currently before Council. He described the process and functions which will be put in place should Bylaw No. 1182, 2012 be adopted. The Chief Administrative Officer distributed a report which reviewed the fundamental structure under the proposed bylaw. R/2013-004 Labour Relations Service Bylaw No. 1182,2012 Forward to Council It was moved and seconded That the letter dated December 5, 2012 from Greg Moore, Chair, Metro Vancouver, titled "Labour Relations Service Bylaw No. 1182, 2012 be forwarded to the January 8, 2013 Council Meeting.
