June 10, 2013
The Minutes of the Municipal Council Workshop held on June 10, 2013 at 10:21
a.m. in the Blaney Room of the Municipal Hall, 11995 Haney Place, Maple Ridge,
British Columbia for the purpose of transacting regular Municipal business.

That the minutes of the Council Workshop Meeting of May 27,
2013 be adopted as circulated.

3. PRESENTATIONS AT THE REQUEST OF COUNCIL
3.1 Berris and Associates, Environmental Consultants -Catherine Berris
-Overview of the Stakeholder Workshop for the Environmental Management
Strategy
The Environmental Planner gave a PowerPoint presentation providing
information on the development of the Environmental Management Strategy
("EMS"). He explained what the strategy entails and the reasons and process
behind its development.
Note: Councillor Dueck joined the meeting at
Ms. Berris continued the PowerPoint presentation, focusing on the process
followed to gain stakeholder feedback and the results of the feedback. She
provided preliminary recommendations based her analysis of stakeholder
input and a best practices review and spoke to the next steps in the continued
development of the Environmental Management Strategy.
4. UNFINISHED AND NEW BUSINESS
4.1 Amenity Zoning Study and Albion Area Plan Review Outcomes of Public
Consultation Process
Staff report dated June 10, 2013 recommending that the staff report titled
"Amenity Zoning Study and Albion Area Plan Review Outcomes of Public
Consultation Process" be received for information.
The Planner reviewed the report. She gave a PowerPoint presentation
providing information on the Amenity Zoning Open House and the results of
the public input.

Consultation Process
That the staff report dated June 10, 2013 titled "Amenity
Zoning Study and Albion Area Plan Review Outcomes of Public
Consultation Process" be received for information.

4.2 Amenity Zoning Study and Albion Area Plan Review
Staff report dated June 10, 2013 recommending that staff be directed to
bring forward an Official Community Plan Amending Bylaw, a Zoning Amending
Bylaw and the Amenity Reserve Fund Bylaw to implement Option #3 in the
report following input from Council.
The Planner continued the PowerPoint presentation to speak to the amenity
zoning study and the Albion area plan review. She spoke to the background of
the amenity zoning project and outlined the tools used for its development.
She explained implementation options and outlined advantages and
disadvantages of the options recommended.
The Planner reviewed the report.
The Manager of Community Planning explained the intent of the
recommendations and addressed rates and case studies. He advised that the
study done is specific to the Albion area.

4.3 Hospital Parking
Letter dated June 5, 2013 from Young Anderson providing a legal opinion on
the District of Maple Ridge's authority to regulate the price of parking at the
Ridge M~adows Hospital.
Mayor Daykin reviewed the letter.

That a conversation be facilitated with Fraser Health, MP's,
MLA's and Council to further discuss the issue of improved
parking options at Ridge Meadows Hospital.

That the motion be amended to remove the text "MP's, MLA's" and
add the text", the Minister of Health" following the text "Fraser
Health"

It was suggested that Fraser Health be asked to provided previous
discussions on the matter to Council and that Councillor Ashlie, as the Council
representative on the Fraser Health Board, request the topic be added to a
Fraser Health Board Meeting agenda after which she will bring back results to
of the discussion to Council.
Note: The meeting recessed at 12:32 p.m. and reconvened at 2:25 p.m. Councillor
Dueck was not in attendance when the meeting reconvened.

4.4 Bursaries and Scholarships
Councillor Hogarth requested that consideration be given to the provision by
the District of grants and bursaries to local students.
4.5 Birthday Celebration for Maple Ridge
Councillor Hogarth inquired about future celebration events for the 140th
birthday of the District in 2014 as well as other milestones in the history of
the municipality.
5. CORRESPONDENCE
5.1 Metro Vancouver -New Waste-to-Energy Capacity for Metro Vancouver -
Potential Site Identification
Letter dated May 15, 2013 from Greg Moore, Chair, Metro Vancouver
providing information and requesting feedback regarding the development of
new Waste-to-Energy Capacity for Metro Vancouver.
Mayor Daykin reviewed the letter. He advised that the term "waste energy"
can encompass incinerators as well as composting facilities or other
technologies. He also advised that Metro Vancouver is asking for comments
on six points of criteria and a short list of potential sites.
The Mayor advised that he will write a letter to Metro Vancouver which will
include points of consideration as discussed by Council.

6. BRIEFING ON OTHER ITEMS OF INTEREST/QUESTIONS FROM COUNCIL
Mayor Daykin briefed Council on what has been discussed with the media
pertaining to the weekend long board accident which occurred in Maple
Ridge.
