ADOPTION OF THE AGENDA The agenda was adopted as circulated. 2. MINUTES R/2013-427 Minutes It was moved and seconded September 23, 2013 That the minutes of the Council Workshop Meeting of September 23, 2013 be adopted as circulated. CARRIED 3. PRESENTATIONS AT THE REQUEST OF COUNCIL -Nil Council Workshop Minutes October 7, 2013 Page 2 of 3 4. UNFINISHED AND NEW BUS/NESS 4.1 Discussion of UBCM Meetings with Ministers • Minister of Health • Minister of Agriculture • Minister of Transportation & Infrastructure • Minister of Advanced Education • Minister of Education Mayor Daykin introduced Item 4.1 He provided a summary of discussions held and advised that a follow up letter will be sent to each Minister. 4.2 Vibrant Downtown Update Staff report dated October 7, 2013 recommending that the final report and recommendations of the Vibrant Downtown Task Force be forwarded to staff for consideration regarding items to be included in the 2014-2018 business plan. The General Manager of Community Development, Parks and Recreation Services introduce work done to date and spoke to the task force organized to work on improvement and enhancement of the downtown area The Recreation Coordinator-Social Planning gave a PowerPoint presentation on the recommendations of the Vibrant Downtown Task Force. She provided examples of what residents consider to be a vibrant downtown area and outlined research done on how to create a successful areas and the history around the process carried out to gather input from the community. She introduced members of the task force and reviewed the work done by the group, advising that the task force members wish to continue their work. Visual examples of both positive and negative aspects in the downtown core were presented. R/2013-428 Vibrant Downtown Task Force recommendations Forward to staff It was moved and seconded That the Vibrant Downtown Task Force final report and recommendations be forwarded to staff for their consideration regarding items to be included in the 2014-2018 business plan. CARRIED Council Workshop Minutes October 7, 2013 Page 3 of 3 Note: The meeting was recessed at 10:58 a.m. and reconvened at 2:54 p.m. 4.3 Whonnock Lake Update on Capital Improvements Staff report dated October 7, 2013 providing an update on the current capital plan for Whonnock Lake Park. The Director of Parks and Facilities gave a PowerPoint presentation on Whonnock Lake Capital Projects. He reviewed the staff report and provided clarification on each of the projects. He identified the active Whonnock Lake Park, spoke to the history of the park in the master plan and use of the current Whonnock Lake centre. Note: Councillor Masse left the meeting at 3:51 p.m. 5.
