ADOPTION OF THE AGENDA The agenda was adopted with the addition of the following 5.4 Federation of Canadian Municipalities Committees -Request from Councillor Speirs to serve on committee 5.5 Mayor's Homelessness Solutions Task Force -Update on Name Change 2. MINUTES 2.1 Minutes of the May 25, 2015 Council Workshop Meeting and the May 26, 2015 Special Council Workshop Meeting Council Workshop Minutes June 1, 2015 Page 2 of 7 R/2015-237 It was moved and seconded That the minutes of the May 25, 2015 Council Workshop Meeting and the May 26, 2015 Special Council Workshop Meeting be adopted as circulated. CARRIED 2.2 Minutes of Meetings of Committees and Commissions of Council • R/2015-238 It was moved and seconded That the minutes of the April 16, 2015 Maple Ridge/Pitt Meadows Municipal Advisory Committee on Accessibility Issues Meeting be received. CARRIED 3. MAYOR AND COUNCILLORS' REPORTS Councillor Masse Councillor Masse attended a meeting of the Audit and Finance Committee. He reviewed the fiscal impact analysis discussed at the meeting. Councillor Speirs Councillor Speirs attended a meeting of the Agricultural Advisory committee. He advised on the appointments of the Chair and the Vice-Chair and on presentations provided at the meeting. Councillor Robson Councillor Robson provided an update on the new location of the Salvation Army food truck and Fraser Health's purpose truck. 4. PRESENTATIONS AT THE REQUEST OF COUNCIL -Nil 5. UNFINISHED AND NEW BUSINESS 5.1 Information on Solid Waste Collection -Additional Information for Review Staff report dated June 1, 2015 providing information with facts to guide deliberations around solid waste collection. Council Workshop Minutes June 1, 2015 Page 3 of 7 The General Manager of Public Works and Development Services introduced the report. The Municipal Engineer reviewed the report. R/2015-239 It was moved and seconded That a subcommittee of Councillor Masse and Councillor Speirs be formed to bring council suggestions for the question to be put to the public regarding support for curbside collection of solid waste. CARRIED 5.2 Remedial Action Order -22333 122 Avenue -Request for Reconsideration -Shafique Rashid The Assistant Fire Chief advised that the property being discussion has been on file for years. He reported on the issues caused by the condition of the property which included the attraction of unwanted elements. He also advised that structure fires have been experienced in the area The Manager of Bylaws and Licences advised that unsightly and unsecured property complaints have been received for this property. She also advised that this has been a problem property for several years. The Manager of Inspection Services advised that due to the deterioration of the building on the property it would not be economically viable to renovate it to bring it into compliance. Mr. Rashid advised that he had spoken with the Assistant Fire Chief in February and although no major concerns were discussed, he is faced with a sudden remedial action order. He explained that he is proactive in monitoring the property and does react to issues when they are brought forward. He addressed the concern over the property being unsecure and advised that he responded to the unsightly, unsecure property complaints quickly and had been intending to proceed with the development of the other properties which was now not happening. Mr. Rashid expressed concern over the lack of communication with the Fire Department and stated that he would like to renovate the property. He stated that upon receipt of the remedial action order, he was not provided with an opportunity to discuss the order with staff. He also stated that he would have professionals evaluate the property for the potential to renovate and requested that he be given to July 15 to obtain advice as to whether or not the property can be remediated. Council Workshop Minutes June 1, 2015 Page 4 of 7 The Assistant Fire Chief clarified that the property has been in the same condition since 2010 and that Mr. Rashid was provided names of contractors and was encouraged to demolish the building on the property. He stipulated that there has been no intention to be subversive. The Manager of Bylaws and Licences did not agree with Mr. Rashid's statement that he always responded to complaints, advising that he has not always been cooperative. She also advised that many calls for service have been received by the Bylaws Department on this property. Mr. Rashid expressed that had he been contacted prior to the remedial action order he could have come up with a plan of action. He stated that should it not be feasible to make the building rentable, that it will be demolished and that he will work with Maple Ridge staff to do so. He asked to be given until July 1 or 15 to do this work. Mayor and Council provided reasons for their support of the order including the following: R/2015-240 • the extensive number of service calls to the property over the years • the dilapidated state of the building • safety issues for both the Fire Department and Bylaws Department staff in dealing with the building, particularly in case of fire • continuous impact on City revenue spent on a property which has been in a rundown condition for five years • the negative impact on the neighbourhood and the community • the length of time it has taken for the owner of the property to deal with the building It was moved and seconded That staff be directed to proceed with the demolition order issued on March 30, 2015 for 22333 122 Avenue, Maple Ridge, B.C. CARRIED 5.3 Maple Ridge Tree Management Bylaw Consultation Update Staff report dated June 1, 2015 presenting outcomes of a consultation process for the proposed tree management bylaw. The Director Planning introduced the item Council Workshop Minutes June 1, 2015 Page 5 of 7 The Environmental Planner gave a Power Point presentation highlighting the following areas of the report: • Concerns with Tree Cutting Impacts • Benefits of Urban Forest Cover • Ongoing Public Consultation • Context • Consultation Program • Tree Bylaw Components • Consultation Program and Feedback • Recommended Changes • Next Steps • Feedback Received from Public Consultation • Proposed Fee Structure • Goal of the Proposed Bylaw 5.4 Federation of Canadian Municipalities Committees ("FCM") Councillor Speirs indicated that he would like to investigate participating in a Federation of Canadian Municipalities committee which would fit with Maple Ridge Council's priorities. He sought support and funding from Council for travel expenses if there are appropriate opportunities with FCM. The General Manager of Corporate and Financial Services advised that funds are available in the Legislative Services budget for this type of work. R/2015-241 It was moved and seconded That the request from Councillor Speirs to pursue opportunities to participate on committees of the Federation of Canadian Municipalities be supported. CARRIED 5.5 Mayor's Homelessness Solutions Task Force -Update on Name Change R/2015-242 It was moved and seconded That the name of the Mayor's Homelessness Solutions Task Force be changed to Maple Ridge Resilience Initiative: A Call to Action. CARRIED Council Workshop Minutes June 1, 2015 Page 6 of 7 6. CORRESPONDENCE 6.1 Province of British Columbia -Office of the Premier Letter dated May 27, 2015 from Christy Clark, Premier, Province of British Columbia, providing information on the requests for meetings with herself or a Cabinet Minister at the UBCM Convention.
