COUNCIL WORKSHOP MINUTES
October 17, 2017
The Minutes of the City Council Workshop held on October 17, 2017 at 6:00 p.m. in
the Blaney Room of City Hall, 11995 Haney Place, Maple Ridge, British Columbia for
the purpose of transacting regular City business.

2.1 Minutes of the October 3, 2017 Council Workshop Meeting

3. PRESENTATIONS AT THE REQUEST OF COUNCIL -Nil
4 MAYOR'S AND COUNCILLORS' REPORTS
Councillor Duncan
Councillor Duncan provided information on an upcoming forum on fentanyl.
Councillor Speirs
Councillor Speirs attended a meeting of the Metro Vancouver Regional District
Utilities Committee, the opening of MLA Lisa Beare's office, the 'Home is
Where the Heart Is' event and a Community Inclusion BBQ.
5. UNFINISHED AND NEW BUS/NESS
5.1 Fraser Valley Regional Library Update
• Scott Hargrove, Chief Executive Officer, Fraser Valley Regional Library
• Nancy Gomerich, Director of Finance
Mr. Hargrove introduced the topic, outlined the agenda and provided a history
on member service agreements between the Fraser Valley Regional Library
and its member municipalities.
Ms. Gomerich gave a PowerPoint presentation providing the following
information:
• Legislative Context
o Services provided through the Library Act
o Membership of the Fraser Valley Regional Library Board
• Member Services Agreements and the Financial Management Policy
o Why there is not a need for member service agreements

o Why there is a need for a Financial Management Policy
o Outlined provisions in the Member Services Agreements compared
to the Financial Management Policy
Mr. Hargrove provided information on correspondence pertaining to Sunday
opening hours for libraries. He advised on the five strategic themes of the
Fraser Valley Regional Library.
5.2 Federal Grant Funding Review
Presentation by D. Olivieri, Research Technician, Sustainability and Corporate
Planning
The Chief Administrative Officer introduced the topic.
D. Olivieri, Research Technician, Sustainability and Corporate Planning gave a
presentation on the Federal Government's grant funding for Local
Governments with regard to infrastructure improvements. He advised that
many of the programs and funding are not yet available for application and
provided an overview of how funding breaks down and what is and will
potentially be available. He highlighted the following:
• Background on 2017 Federal Grant Funding and possible allocations for
funding
• Information on the Communities Built for Change Program
• Allocation for bi-lateral agreements
• Transit funding through infrastructure funding
• Breakdown of bilateral agreements into categories
Note: Item 6.1 was dealt with prior to Item 5.3
5.3 Home Occupation Engagement Summary Report and Maple Ridge Zone
Amending Bylaw No. 7394-2017
Staff report dated October 17, 2017 recommending that Maple Ridge Zone
Amending Bylaw No. 7394-2017 to amend the home occupation regulations
of Maple Ridge Zoning Bylaw No. 3510-1985 be forwarded to the next Council
meeting for consideration of first reading.
The Manager of Economic Development introduced the topic.

• Regulatory Framework

That Maple Ridge Zone Amending Bylaw No. 7394-2017 to amend the home
occupation regulations of Zoning Bylaw No. 3510-1985 be forwarded to the
next Council meeting for consideration of first reading.

5.4 District of Mission Official Community Plan Referral Process
Staff report dated October 17, 2017 recommending that a letter outlining
support for the District of Mission Official Community Plan Bylaw 5670-2017
be prepared.

That a letter to the District of Mission be prepared, outlining support for
District of Mission Official Community Plan Bylaw 5670-2017, and any
comments identified by Council based on the report "District of Mission
Official Community Plan Referral Process", dated October 17, 2017.

5.5 Maple Ridge Council Procedure Bylaw No. 64 72-2007-Part 18 -Delegations
The Chief Administrative Officer introduced the topic and reviewed Section 18
in the Council Procedures Bylaw pertaining to delegations. Discussion was
held on that section of the bylaw. No changes to be made.
6. CORRESPONDENCE
Note: Item 6.1 was dealt with prior to Item 5.3
6.1 Fraser Valley Regional Library ("FVRL") -2018 Budget Option: Sunday Library
Openings, Summer Months
Letter dated October 5, 2017 from Scott Hargrove, Chief Executive Officer,
Fraser Valley Regional Library, requesting the selection of an option regarding
library openings.

It was moved and seconded
That the Maple Ridge Library remain open on all of the Sundays for which it is
currently closed in the year, starting in 2018, onward, with no increase in
member assessment as currently proposed for fiscal 2018.

Mayor Read reviewed upcoming events.
