CALL TO ORDER -11:00 am 1.1 Territorial Acknowledgement The Mayor provided the territory acknowledgement. 2. APPROVAL OF THE AGENDA Document: 3320269 Council Workshop Meeting Minutes February 28, 2023 Page 2 of 4 2.1 Approval of Agenda R/2023-WS-008 Moved, seconded, and CARRIED THAT the agenda of the February 28, 2023, Council Workshop Meeting be approved as circulated. 3. MINUTES 3.1 Adoption of Minutes R/2023-WS-009 Moved, seconded, and CARRIED THAT the minutes of the Council Workshop meeting of February 14, 2023, be adopted as circulated. 4. PRESENTATIONS AT THE REQUEST OF COUNCIL -Nil 5. UNFINISHED AND NEW BUSINESS 5.1 Parks, Recreation and Culture Master Plan Final Report Staff report dated February 28, 2023, recommending that Council approve the 2023 PRC Master Plan and that staff prepare an implementation plan for Council's consideration. S. Slawuta, RC Strategies, provided a presentation introducing the Project Team, review of the Master Plan process, overview of the Master Plan, and summary of community engagement and feedback. D. Pope, Director of Recreation and Community Engagement, reviewed next steps, and Mr. Slawuta and staff answered questions from Council. Note: Councillor Yousef left the meeting at 12:34 pm and returned at 12:39 pm and was absent for the vote on Item 5.1 (R/2023-CM-013). R/2023-WS-010 Moved, seconded, and CARRIED 1. THAT Council approve the 2023 PRC Master Plan; and 2. THAT staff prepare an implementation plan for Council's consideration. Note: The meeting recessed at 12:39 pm and reconvened at 12:48 pm with all members of Council present except Councillor Dueck. 5.2 Ridge Meadows RCMP Annual Update Presentation by Superintendent Wendy Mehat and Inspector Adam Gander, providing an overview of achievements and highlights of 2022 and initiatives for 2023, and answering questions from Council. 5.3 Bill 26: Local Government Act Updates Staff report dated February 28, 2023, outlining Bill 26 amendments and possible next steps for Council consideration, including seeking direction on proposed bylaw and policy amendments for: delegating authority for the issuance of minor variance permits, removal of public hearing requirements for select amending bylaw Document: 3320269 Council Workshop Meeting Minutes February 28, 2023 Page 3 of 4 applications that are in alignment with the Official Community Plan, and modernizing the City's public notice requirements. A. Grochowich, Planner 2, provided a presentation outlining Bill 26 amendments and possible next steps for Council consideration, and staff answered questions from Council. R/2023-WS-011 Moved, seconded, and CARRIED 1. THAT staff bring forward a Council delegation bylaw that enables the Director of Planning to approve development variance permits, for minor variances, in accordance with the provisions outlined in the report titled "Bill 26: Local Government Act Updates", dated February 28, 2023; 2. THAT staff review and bring forward updates to the City's Development Permit Delegation Amending Bylaw No. 7595-2019; 3. THAT staff bring forward a bylaw that permits rezoning applications that are consistent with the Official Community Plan, in accordance with the provisions outlined in the report titled "Bill 26: Local Government Act Updates", dated Feb 28, 2023, to proceed without a Public Hearing, providing appropriate public notice has been made; and 4. THAT staff bring forward the necessary bylaw and policy amendments to enable additional means of publication for public notices beyond the posting of a public notice in the local newspaper. 5.4 Proposed Heritage Conservation Grant Pilot Program Staff report dated February 28, 2023, recommending that the Community Heritage Commission and that staff be directed to draft a Heritage Conservation Grant Pilot Program Council Policy and to prepare a draft funding model. K. Gowan, Planner 2, provided a presentation summarizing the staff report and background on the proposed Heritage Conservation Grant Pilot Program Council Policy and funding model, and staff answered questions from Council. Note: Councillor Dozie left the meeting at 1:10 pm and retuned at 2:20 pm and was absent for the votes on Item 5.4 (R/2023-CM-015 and R/2023-CM-016). R/2023-WS-012 Moved, seconded, and DEFEATED THAT the Community Heritage Commission and staff be directed to draft a Heritage Conservation Grant Pilot Program Council Policy based on Section 2.1 and prepare a draft funding model based on Section 2.2 of the report titled "Heritage Conservation Grant Pilot Program" and dated February 28, 2023. R/2023-WS-013 Moved, seconded, and CARRIED (Councillors Carreras, Schiller and Tan opposed) (Councillor Yousef and the Mayor in favor) THAT the proposed Heritage Conservation Grant Pilot Program be referred back to the Community Heritage Commission in order to incorporate Council's feedback.
