CALL TO ORDER -11:00 am 1.1 Territorial Acknowledgement The Mayor provided the territory acknowledgement. The Mayor acknowledged and thanked all of the numerous agencies, staff and volunteers involved in assisting those affected by the tragedy of the recent fire in downtown Maple Ridge. APPROVAL OF THE AGENDA 2.1 Approval of Agenda R/2023-WS-029 Moved, seconded, and CARRIED THAT the agenda of the June 13, 2023, Council Workshop Meeting be approved as circulated. 3. MINUTES 3.1 Adoption of Minutes R/2023-WS-030 Moved, seconded, and CARRIED THAT the minutes of the April 25, 2023, Council Workshop Meetings be adopted. 4. PRESENTATIONS AT THE REQUEST OF COUNCIL-Nil 5. UNFINISHED AND NEW BUS/NESS 5.1 Fire Protection Master Plan Presentation by Ernie Polson, FireWise Consulting Ltd., summarizing the report and recommendations. Mr. Polson and staff answered questions of Council. 5.2 UBCM Extreme Temperature Risk Mapping. Assessment & Planning Program Staff report dated June 13, 2023, recommending that staff be directed to submit the "Maple Ridge Extreme Temperature Risk Mapping" to the UBCM Extreme Temperature Risk Mapping, Assessment & Planning Program, that staff provide overall grant management of the project, and that the 2023-2027 Financial Plan be amended to allocate funds for the City's portion of project funding. M. Van Dop, Fire Chief, provided a presentation and staff responded to questions of Council. R/2023-WS-031 Moved, seconded, and CARRIED That staff be directed to submit the 11Maple Ridge Extreme Temperatureā€¢ Risk Mapping11 to the UBCM Extreme Temperature Risk Mapping, Assessment & Planning Program; and further That staff be directed to provide overall grant management for the 11Maple Ridge Extreme Temperature Risk Mapping11 project; and further That staff be directed to amend the 2023-2027 Financial Plan to allocate $70,000 from Gaming Revenue for the City's portion of project funding. 5.3 Development Application Review Process (Submission of A Complete Application Prior to First Reading) Staff report dated June 13, 2023, recommending that in order to streamline the development application review process to expedite development approval and housing construction, staff bring forward a bylaw amending the Maple Ridge Development Procedures Bylaw No. 5879-1999 and amendments to the Document:3423051 Council Workshop Meeting Minutes June 13, 2023 Page 3 of 6 Development Information Meeting Policy No. 6.20. Further recommendations include that staff review and bring forward the Development Sign Policy No. 6.21, and that feedback be obtained from the Urban Development Institute and Homebuilders Association Vancouver. P. Shafizadeh, Senior Planner, provided a presentation and staff responded to questions of Council. R/2023-WS-032 Moved, seconded, and CARRIED 1. That staff bring forward a bylaw amending the Maple Ridge Development Procedures Bylaw No. 5879 -1999, as discussed in section 2.3 and in accordance with Appendix A of this report, for first, second, and third readings, to: a. require submission of complete applications, including the associated Official Community Plan amendment, development permit, development variance permit, and subdivision applications, if required, and the required detailed information and technical reports, prior to consideration of first reading, for any application involving a zoning amendment bylaw; and b. require a pre-application meeting prior to submission of a complete application for a zoning amendment bylaw with or without an Official Community Plan amendment, development variance permit, development permit, temporary use permit, or subdivision, with a number of exceptions subject to approval of the Director of Planning, or their designate; 2. That staff bring forward amendments to the Development Information Meeting Policy No. 6.20 to incorporate the proposed changes related to the application review process, as discussed in section 2.3 and in accordance with Appendix B of this report; 3. That staff review and bring forward amendments to the Development Sign Policy No. 6.21 in a separate future report to update the Policy and incorporate the proposed changes related to the application review process, as discussed in section 2.3 of this report; 4. That feedback be obtained from the Urban Development Institute and Homebuilders Association Vancouver, regarding the proposed changes to the application review process, as discussed in section 2.3 of this report; and 5. That the proposed Maple Ridge Development Procedures Amending Bylaw No. 7931-2023 and the amended Development Information Meeting Policy No. 6.20, as outlined in Appendices A and B of this report, or as amended, be brought forward for final adoption and Council approval, following receipt of the feedback from the Urban Development Institute and Homebuilders Association Vancouver. UNFINISHED AND NEW BUS/NESS (continued) 5.4 Revision to Single-Family Frontage Requirements for Building Permit Applications Staff report dated June 13, 2023, recommending that staff bring forward a bylaw amending Maple Ridge Subdivision and Development Servicing Bylaw No. 4800- 1993, to eliminate frontage improvements for single-family building permit applications, for first, second, and third readings. R. Ollenberger, Manager of Infrastructure Development, provided a presentation and staff responded to questions of Council. R/2023-WS-035 Moved, seconded, and CARRIED That staff bring forward a bylaw amending Maple Ridge Subdivision and Development Servicing Bylaw No. 4800 -1993 to eliminate frontage improvements for single-family building permit applications for first, second and third readings. 5.5 UBCM Grant Program: Complete Communities Staff report dated June 13, 2023, recommending that staff be directed to submit a Complete Communities grant application to UBCM to undertake the proposed scope of work, as outlined in this report, specifically the policy work associated with the development of the in-stream Lougheed Transit Corridor Area Plan. A. Grochowich, Manager of Community Planning, provided a presentation and staff responded to questions of Council. R/2023-WS-036 Moved, seconded, and CARRIED That staff be directed to submit a Complete Communities grant application to UBCM to undertake the proposed scope of work, as outlined in the report titled "UBCM Grant Program: Complete Communities11 dated June 13, 2023; noting the City of Maple Ridge's willingness to provide overall grant management for the Complete Communities Grant. R/2023-WS-037 Moved, seconded, and CARRIED THAT the proposed resolution re Alternate Modes of Transportation, as attached to Staff Report dated June 13, 2023 titled UBCM Resolutions Review, be submitted to UBCM. with Mayor Ruimy opposed R/2023-WS-038 Moved, seconded, and CARRIED THAT the proposed resolution re Diversion Court, as attached to Staff Report dated June 13, 2023 titled UBCM Resolutions Review, be submitted to UBCM. with Councillor Tan opposed R/2023-WS-039 Moved, seconded, and CARRIED THAT the proposed resolution re Flood Mitigation Measures, as attached to Staff Report dated June 13, 2023 titled UBCM Resolutions Review, be submitted to UBCM. with Councillor Tan and Councillor Yousef opposed R/2023-WS-040 With the unanimous consent of Council, Mayor Ruimy called for reconsideration of the following Motion. R/2023-WS-039 THAT the proposed resolution re Flood Mitigation Measures, as attached to Staff Report dated June 13, 2023 titled UBCM Resolutions Review, be submitted to UBCM. The vote was called and declared DEFEATED.
