PUBLIC HEARING
February 17, 2009
The Minutes of the Public Hearing held in the Council Chamber of the Municipal Hall, 11995
Haney Place, Maple Ridge, British Columbia on February 17, 2009 at 7:00 p.m.

Mayor Daykin called the meeting to order. The Manager of Legislative Services explained the
procedure and rules of order of the Public Hearing. She advised that in accordance with the
Local Government Act, once a Public Hearing item is closed, no further input into that item
can be received by the Municipal Council until bylaws are either adopted or defeated. The
bylaws will be considered further at the next Council Meeting on February 24, 2009.
The Mayor then called upon the Manager of Development and Environmental Services to
present the following items on the agenda:
1) RZ/090/08
Maple Ridge Zone Amending Bylaw No. 6640-2008
Legal: Lot 51, Section 20, Township 12, Plan 40879, New Westminster District
Location: 22846 128 Avenue
From: RS-2 (One Family Suburban Residential)
To: RS-1 (One Family Urban Residential)
Purpose: To permit the subdivision into five single family lots.

The Manager of Legislative Services advised that correspondence was received from Kevin
and Donna Slauenwhite expressing concern over groundwater management and from
Michele Rabe and Andre Flanderka expressing concern over groundwater management, loss
of privacy and increase in noise. They requested the addition of a fence.
The Manager of Development and Environmental Services gave a power point presentation
providing the following information:
• Application Information
• Neighbourhood Context
• OCP Context
• Site Characteristics
• Submitted Information
Donna Slauenwhite
Mrs. Slauenwhite referred to her correspondence to Council. She expressed concern with
the impact of the proposed subdivision on the groundwater and the sewage systems of the
neighbouring properties. She explained that her property and several others are located in a
basin and that should the development property be raised, the neighbouring properties will
have flooding issues.
Andre Flanderka
Mr. Flanderka referred to his correspondence to Council. He explained the topography of his
property and expressed concern that raising or lowering the land of the proposed
development will negatively impact the drainage on his property particularly in the low lying
portion. He felt that a connection to the proposed subdivision drainage system could
alleviate potential groundwater problems on his property.
Gail Rose
Ms. Rose stated that she has had to pump water out of her yard to prevent flooding in the
past and expressed concern over the potential larger impact of the proposed subdivision on
the water level on neighbouring properties.
Tony Mikes -Applicant's Engineer
Mr. Mikes addressed the drainage concerns. He advised that the property will not be raised
and that proper drainage for the subdivision will be provided.
Kevin Slauenwhite
Mr. Slauenwhite asked for clarification and details on the groundwater management system
to be implemented by the applicant.

Mr. Mikes provided an explanation of the proposed drainage system for the development.
He stated that discussions were held with the owners of Lot 52 to obtain an easement or a
right of way on their property for the drainage system but they were not prepared to provide
an easement. He indicated that the proposed system has been discussed with the
Engineering Department and has been utilized in other subdivisions.
Mayor Daykin requested that clarification on the proposed groundwater management
system be provided to Council by the Engineering Department.
Michele Rabe
Ms. Rabe identified herself as the co-owner of Lot 52. She acknowledged discussions with
the applicant however advised that she did not wish to give up the suggested part of her
property for an easement or a right of way due to impact on future development. She
expressed concern about the potential increase in the water level and its effect on the septic
system on her property. She also expressed concern over potential flooding of her property
as a result of the proposed development.
Andre Flanderka
Mr. Flanderka is the co-owner of Lot 52. He stated that the applicant's proposal for an
easement or right of way for a drainage system on his property is not beneficial as it will
affect a garden, a shed and a garage and will not drain water away from the low spot on his
property. He expressed concern that a right of way will impact future development plans for
his property.

Mr. Mikes explained the sanitary system for the proposed development and advised that a
preliminary design for the stormwater management system has been discussed with the
Engineering Department. He clarified discussions held with residents in terms of an
easement for a drainage system and felt there will not be a problem dealing with stormwater
from the proposed subdivision without that easement. He is not aware of septic problems in
the area.
Kevin Slauenwhite
Mr. Slauenwhite advised on the septic problems residents in the area have encountered due
to increased groundwater levels. A previous subdivision has negatively impacted the flow
and level of the groundwater in the area and has created flooding. He expressed concern
that the proposed development will create similar issues for the neighbouring properties.
There being no further comment, the Mayor declared this item dealt with.

Location: 24369 126 Avenue
From: RS-3 (One Family Rural Residential)
To: RS-2 (One Family Suburban Residential)
Purpose: To permit the subdivision into two single family lots.
The Manager of Legislative Services advised that correspondence was received from Chang-
Chih Lin expressing concern about loss of privacy and possible loss of property due to the
development.
The Manager of Development and Environmental Services gave a power point presentation
providing the following information:
• Application Information
• Neighbourhood Context
• OCP Context
• Site Plan
• Submitted Information
There being no comment, the Mayor declared this item dealt with.
Having given all those persons whose interests were deemed affected by the matters
contained herein a chance to be heard, the Mayor terminated the Public Hearing at
7:34 p.m.
