PUBLIC HEARING
September 21, 2010
The Minutes of the Public Hearing held in the Council Chamber of the Municipal Hall, 11995
Haney Place, Maple Ridge, British Columbia on September 21, 2010 at 7:00 p.m .

Mayor Daykin called the meeting to order. The Manager of Legislative Services explained the
procedure and rules of order of the Public Hearing and advised that the bylaws will be
considered further at the next Council Meeting on October 12, 2010.
The Mayor then called upon the Manager of Development and Environmental Services to
present the following items on the agenda:

Bill Archibald -Haney Horsemen Association
Mr. Archibald expressed concern with loss of an equestrian shoulder on the side of the road
to the south due to development of another property and loss of an area for equestrian use
along 249th Street. He spoke to funding of an extension of a trail north along 248th Street
and hoped that additional funds will be available to complete the trail to 112th Avenue.
The Manager of Development and Environment Services advised that costs for a trail will be
looked at when the design stage is reached.
There being no further comment, the Mayor declared this item dealt with.

The Manager of Legislative Services advised that correspondence was received from Alanna
Wold expressing concern with this application in terms of roadways into the area and the
impact on existing green space.

Bill Archibald -Haney Horsemen Association
Mr. Archibald stated that the Haney Horsemen's Association did not have concerns with the
proposed subdivision. He expressed concern with the wording in the staff recommendation
which states "and/or an equestrian trail" as well as a statement indicating that the existing
equestrian trail will no longer be an equestrian route. This wording may cause loss of use of
that particular trail system for horses. He requested that alternate wording such as 'multi-
purpose trail' or 'non motorized multi-purpose trail' be used in order to indicate to all
potential users that this is an equestrian route.
The Manager of Development and Environment Services advised that recommendations in
the staff report do speak to the restoration and building of an equestrian trail although the
District is looking to relocate the existing trail. He also advised that this feature will be
reviewed at the subdivision approval stage.

5) RZ/054/10
Maple Ridge Zone Amending Bylaw No. 67 49-2010
Purpose: Text Amendment to the CD-4-00 Zone to permit Assembly Use and
Place of Worship as Principle Uses in the zone.
The Manager of Legislative Services advised that no correspondence was received on this
item.

Maple Ridge Zone Amending Bylaw No. 6750-2010
Purpose:
A Text Amendment to amend the definition of "Licensee Retail Store"
to be defined as an establishment with a valid Licensee Retail Store
License provided by the Liquor Control and Licensing Branch that is
permitted to sell all types of packaged liquor for consumption off the
premise.
To allow 'Licensee Retail Store" as a permitted principal use
The following commercial zones will be amended by adding Liquor
Primary Establishment and Licensee Retail Store as separate
permitted principal uses, and removing Licensee Retail Store from
accessory use where applicable:
• C-2 Community Commercial
• C-3 Town Centre Commercial
• C-5 Village Centre Commercial
• CRM Commercial/Residential
• CS-1 Service Commercial
• CS-5 Adult Entertainment and Pawnshop Service Commercial
• H-1 Heritage Commercial
