Marlo, Manager of Legislative Services C. Goddard, Manager of Development and Environmental Services L. Marchand, Acting Confidential Secretary Mayor Daykin called the meeting to order. The Manager of Legislative Services explained the procedure and rules of order of the Public Hearing and advised that the bylaws will be considered further at the next Council Meeting on March 22, 2011. The Manager of Legislative Services advised that no correspondence was received on the items. The Mayor then called upon the Manager of Development and Environmental Services to present the following items on the agenda: 1) RZ/113/10 MAPLE RIDGE ZONE AMENDING BYLAW NO. 6786-2010 LEGAL: LOCATION: FROM: TO: Lots 3 & 4, District Lot 399, Group 1, New Westminster District, Plan 9669 and Lot A, District Lot 399, Group 1, New Westminster District, Plan LMP8411 12028, 12038 & 12048 222 Street RS-1 (One Family Urban Residential) RM-2 (Medium Density Apartment Residential) Public Hearing Minutes March 15, 2011 Page 2 of 3 PURPOSE: To allow the future construction of a four-storey apartment building with approximately 86 units. The Manager of Development and Environmental Services gave a PowerPoint presentation providing the following information: • Application Information • Neighbourhood Context • OCP Context • Submitted Information • Project Details Stacey Lynn Wakfer 12231222 Street Ms. Wakfer advised that she was in favour of the development application and referenced policies in the Official Community Plan concerning access to parks, greenspace and the environment. She also referred to principle 28 which referred to a more contained and densified development. There being no further comment, the Mayor declared this item dealt with. 2a) RZ/072/09 MAPLE RIDGE ZONE AMENDING BYLAW NO. 6732-2010 LEGAL: LOCATION: FROM: TO: PURPOSE: Parcel "H" (Plan with fee deposited 22319F) of Parcel "One" (Plan with fee deposited 14153F) District Lot 405, Group 1, New Westminster District South East 198 Feet by 660 Feet (Plan with fee deposited No. 14240F) District Lot 405, Group 1, Having a Frontage of 198 Feet on Baker Road by a uniform depth of 660 Feet and adjoining Parcel "G" (Reference Plan 2701), New Westminster District Parcel "G" (Reference Plan 2701) District Lot 405, Group 1, New Westminster District 10121, 10141 and 10175 240th Street RS-3 (One Family Rural Residential) and RS-2 (One Family Suburban Residentia I) RM-1 (Townhouse Residential) To construct a 159 unit townhouse development. Public Hearing Minutes March 15, 2011 Page 3 of 3 A previous Public Hearing was held on May 18, 2010 for this development. Subsequently, Second and Third Readings were rescinded to allow a revision of the zoning boundary at the west end of the development site. The developer has determined that a larger bio-filtration/wetland pond is required than originally anticipated and the zoning boundary must be reconfigured to accommodate it. This change of land use after the Public Hearing requires that the application return to Council for referral to a new Public Hearing, as per Section 894 (1) (b) (i) of the Local Government Act.
