Gaunt, Confidential Secretary Mayor Daykin called the meeting to order. The Manager of Legislative Services explained the procedure and rules of order of the Public Hearing and advised that the bylaws will be considered further at the next Council Meeting on November 22, 2011. The Mayor then called upon the Manager of Development and Environmental Services to present the following items on the agenda: 1a) 2011-019-RZ Maple Ridge Official Community Plan Bylaw No. 6871-2011 Legal: Location: Purpose: From: To: Lot 9, District Lots 406 & 408, Group 1, New Westminster District, Plan 29456; 10515 240th Street To amend Schedules "B" and "C" of the Official Community Plan Urban Residential Conservation Public Hearing Minutes November 15, 2011 Page 2 of 5 1b) 2011-019-RZ Maple Ridge Zone Amending Bylaw No. 6864-2011 Legal: Location: From: To: Purpose: Parcel "A" (Explanatory Plan 16557), Lot 3, District Lots 406 & 408, Group 1, New Westminster District, Plan 3825; Lot 9, District Lots 406 & 408, Group 1, New Westminster District, Plan 29456; Lot 3 Except: Parcel "A" (Explanatory Plan 16557); District Lots 406 & 408, Group 1, New Westminster District, Plan 3825; 10515 & 10595 240 Street and 23950 Zeran Avenue RS-3 (One Family Rural Residential) RM-1 (Townhouse Residential) To permit the construction of a 48 unit townhouse development. The Manager of Legislative Services advised that correspondence speaking in opposition to the application was received from Rob Fikerle and Mary Lou Bradshaw, Ryan Smith, Fred Haag, Simon Lopez, Margaret Derksen, Bill Archibald and Ray Reekie as well as a petition with 58 signatures in opposition to the application. The Manager of Development and Environmental Services gave a power point presentation providing the following information: • Application Information • Subject Map • Neighbourhood Context • OCP Context • Site Characteristics • Project Details • Submitted Information • Terms and Conditions Margeret Derksen Ms. Derksen spoke in opposition to the development. She expressed concern with the location of the vents for the underground parking, the fact that the backyard to her property will be facing the proposed development and that the application for multi-family does not fit with the existing neighbourhood. She was not in favour of the proposed multi-purpose play area and expressed further concern with the underground parking bringing in increased crime. She asked that Council review the petition in opposition to the proposed development. Public Hearing Minutes November 15, 2011 Page 3 of 5 John Slater Mr. Slater is opposed to the application. He felt the neighbourhood should be maintained as single family homes. Bill Archibald Mr. Archibald expressed concern with the Zeran Trail near the development and the cracks that are appearing in the blacktop of the trail. His concern revolved around the potential for slippage of the land the trail is located on. Mr. Archilbald also spoke to a fence which has been erected near the development property and the graffiti which has been sprayed on the fence. He asked that District staff look into the fence as he feels it is in a no build area. The Manager of Development and Environment Services advised that the fence is part of an adjoining subdivision and that the 'no build' covenant is not part of the current application. Mayor Daykin suggested that Mr. Archibald speak with the Manager of Development and Environment Services or the General Manager of Public Works and Development Services regarding the fence. Mr. Archibald expressed that there is no need for an equestrian trail in this area and also expressed concern that the development not be named Zeran as it will cause confusion as to access pathways. David Laird -Applicant Representative Mr. Laird advised that in terms of concerns with the walkway, the project is still under maintenance and the concerns will be looked into. He addressed concerns over slope instability and the possible confusion over the use of the word "Zeran". Brian Shigetomi -Atelier Pacific Architecture Inc. Mr. Shigetomi addressed concerns with the proposed venting of the underground parkade. He advised that the park area will be conservation area and was not intended to be a usable park. He also address concerns with the multi-purpose play area and advised that this can be revisited if it is a concern to the neighbourhood. Margeret Derksen Ms. Derksen expressed concern with regard to Zeran Avenue and the alleyway. She stated that crime in the neighbourhood has increased since the development of another new subdivision as has traffic. She also expressed concern with future runoff in the winter from the proposed development property and effects of the development on the existing stream. Ms. Derksen stated that she is not opposed to development however felt it should be single family homes and not townhouses. John Slater Mr. Slater asked whether there are foreseen infrastructure improvements which will support townhouses on 240 Street particularly roads. He expressed concern that the number of townhouses proposed will add more cars and congestion and stated that infrastructure will have to be built to support all the new vehicles. Public Hearing Minutes November 15, 2011 Page 4 of 5 The Manager of Development and Environment Services advised that 240th Street will be built to arterial standards with 4 lanes with parking on either side of the roadway as the street develops. Jen Allen Ms. Allen was concerned with increased traffic from the development and where that traffic will go. Brian Shigetomi -Atelier Pacific Architecture Inc. Mr. Shigetomi advised that access to the proposed development will be from 240th Street only. Margaret Derksen Ms. Derksen expressed concern with the lack of capacity in neighbourhood schools and questioned where children from the proposed development will attend school. She worried about an increase in crime and traffic and asked that concerns of the residents in the neighbourhood be listened to. Brian Shigetomi -Atelier Pacific Architecture Inc. Mr. Shigetomi spoke to declining school enrolment statistics. Simon Lopez Mr. Lopez was concerned with the abutment of the proposed development against his property and stated he would support a large amount of green space between the properties. The Manager of Development and Environment Services advised that there is no equestrian trail included in the development. Quinn Jeannotte -Applicant Mr. Jeanotte addressed the concerns of other speakers. He advised that a marketing name for the development has not yet been chosen and that the multi-use court area is not required and can be landscaped. He spoke to challenges in developing the site and some of the advantages the development will offer. He expressed concern that he was not able to respond to the petition that was submitted. John Slater Mr. Slater felt that single family homes offered the same advantages as a townhouse complex and remained opposed to the application. There being no further comment, the Mayor declared this item dealt with.
