PUBLIC HEARING
December 8, 2015
The Minutes of the Public Hearing held in the Council Chamber of City Hall, 11995 Haney
Place, Maple Ridge, British Columbia on December 8, 2015 at 6:00 p.m.

Mayor Read called the meeting to order. The Manager of Legislative Services explained the
procedure and rules of order of the Public Hearing and advised that the bylaws will be
considered further at the next Council Meeting on December 8, 2015.
The Mayor then called upon the Manager of Development and Environmental Services to
present the following items on the agenda:

Dian Murrell
Ms. Murrell expressed concern about the development of another property draining into
Cattell Brook and the North Alouette River and the impact on the brook in terms of water
level. She also expressed that there is currently no fully integrated storm water management
plan for Silver Valley and that each hamlet is treated individually. She requested that the
application be held until a hydrology model is complete. She advised that she is with the
Alouette Valley Association.

Ken Knechtel
Mr. Knechtel advised that he is with the Alouette Valley Association. He expressed concern
with the impact of the proposed development, as well as that of previous developments, on
lower level farmland in terms of water flow and drainage. He asked whether this
development required filling on the Alouette Valley floodplain and referred to bylaws which
pertain to subdivision of land which may impact neighbouring lands negatively. He also
expressed concern with the grading of the land and asked whether homes are being placed
into the Alouette River floodplain. Mr. Knechtel spoke to the lack of storm water
management infrastructure and again expressed concern over the negative impact of this
development on the Alouette River Valley.
Irene Waller
Ms. Waller's main concern is with the impact of the traffic going by her house as a result of
numerous subdivisions being developed in the area. She expressed concern that not
enough consideration is being to the state of 132 Avenue in that there is no provision of
speed signs and no sidewalks. She requested that access in and out of the existing
subdivisions be reconsidered.
David Laird. Aplin and Martin
Mr. Laird provided clarification on concerns raised over filling into flood plain. He gave
details on the drainage retention and storm water management system for the proposed
subdivision and advised that a 100 year retention system will be built. He referred to a
study done on downstream drainage when a previous subdivision was built. Mr. Laird
reiterated that the proposed development is not in flood plain and that the developer has
gone to an extra extent to control downstream drainage to ensure zero to no impact on
lower lands.
Ken Knechtel
Mr. Knechtel referred to the previous speaker's comments pertaining to a 10 year storm
event. He read excerpts from Bylaw No. 4800-1993 regulating subdivision and
development servicing and felt that the bylaw indicated that a developer will have to control
a 'Noah's Ark' type rain event in order to protect properties such as his own which he
considers adjacent to the proposed development. He outlined a history of the concerns he
has put forward relevant to storm water management in Silver Valley, felt that the bylaw is
being skirted and asked that a rewrite of the bylaw be considered.
There being no further comment, the Mayor declared this item dealt with.
