Marlo, Manager of Legislative Services C. Goddard, Manager of Development and Environmental Services ABSENT Mayor N. Read Councillor C. Bell C. Carter, Director of Planning Deputy Mayor Shymkiw called the meeting to order. The Manager of Legislative Services explained the procedure and rules of order of the Public Hearing and advised that the bylaws will be considered further at the next Council Meeting on February 23, 2016. The Deputy Mayor then called upon the Manager of Development and Environmental Services to present the following items on the agenda: 1a) 2012-004-RZ Maple Ridge Official Community Plan Amending Bylaw No. 7159-2015 Legal: Location: Purpose: From: To: Parcel "G" (Reference Plan 1387) Except: Portion on Plan LMP38552 of the South East Quarter, Section 16, Township 12, New Westminster District 23791112 Avenue To Amend Schedule "B" of the Official Community Plan Conservation Urban Residential Publi c Hearing Minutes Februa,y 16, 2016 Page 2 of 4 and Purpose: 1b) 2012-004-RZ To remove Conservation from Schedule "C" of the Official Community Plan Maple Ridge Zone Amending Bylaw No. 7111-2014 Legal: Location: From: To: Purpose: Parcel "G" (Reference Plan 1387) Except: Portion on Plan LMP38552 of the South East Quarter, Section 16, Township 12, New Westminster District 23791112 Avenue RS-3 (One Family Rural Residential) R-1 (Residential District) To permit a future subdivision of approximately 16 lots. The Manager of Legislative Services advised that correspondence expressing concern with the bicycle and vehicle infrastructure was received from Jackie Chow. The Manager of Development and Environmental Services gave a power point presentation providing the following information: • Application Information • Subject Map • Official Community Plan Context • Neighbourhood Context • Site Characteristics • Development Proposal • Proposed Subdivision Plan • Terms and Conditions April Mol Ms. Mol had a question on the delineation of the lots and asked where the services will be located. She wondered if it was the normal practice to have servicing in the back. She also asked about the ownership of the right of way. The Manager of Development and Environmental Services provided clarification on the servicing and advised that the right of way belonged to the City. Ms. Mol expressed concern that servicing for the proposed development is being run through a park, and concerns with the number of lots, the loss of green space and the impact on wildlife in the area. She felt that that use of public greenspace to service a Public Hearing Minutes February 16, 2016 Page 3 of 4 development is not appropriate and asked that the design be revisited. She inquired about the requirement for a landscape plan. The Manager of Development and Environmental Services spoke to the use of the right of way for the provision of services to the proposed development. He advised that a landscape plan is not required for single family developments. David Laird. Applicant. Martin & Aplin Mr. Laird addressed the concerns over the placement of the servicing for the proposed development. He advised that land is being provided for park, that an environmental assessment will be done and that green spaces will be improved. He indicated that reducing the number of lots would not change the need for the servicing to be located at the back of the properties. Chris Pilgrim Ms. Pilgrim asked how much of the existing green space will be used by the proposed development. The Manager of Development and Environmental Services advised on the land being dedicated to the City as green space. Ms. Pilgrim asked whether the road will go through to Creekside. The Manager of Development and Environmental Services affirmed that the road will be through the western edge of the site. Ms. Pilgrim stated that she was told when purchasing her home that the area surrounding her property will remain greenspace. The Manager of Development and Environmental Services confirmed that the green space next to Ms. Pilgrim's property will remain. There being no further comment, the Deputy Mayor declared this item dealt with. 2) 2015-334-RZ Maple Ridge Zone Amending Bylaw No. 7184-2015 Purpose: To amend the text of the Maple Ridge Zoning bylaw to direct the use of Shipping Containers The Manager of Legislative Services advised that no correspondence was received on this item. The Manager of Development and Environmental Services gave a power point presentation providing the following information: • Development Proposal • Considerations • Terms and Conditions There being no comment, the Deputy Mayor declared this item dealt with. Public Hearing Minutes February 16, 2016 Page 4 of 4 3) 2014-087-RZ Maple Ridge Zone Amending Bylaw No.7189-2015 Legal: Location: Purpose: Lot A Except Part Dedicated Road on Plan BCP13823, District Lot 401, Group 1, New Westminster District, Plan 9541 11980 227 Street Site specific text amendment for the subject property located within the Town Centre Area Plan, to permit a full range of professional services in the CS-1 (Service Commercial) zone. The Manager of Legislative Services advised that no correspondence was received on this item. The Manager of Development and Environmental Services gave a power point presentation providing the following information: • Application Information • Subject Map • Official Community Plan Context • Neighbourhood Context • Site Characteristics • Development Proposal There being no comment, the Deputy Mayor declared this item dealt with. Having given all those persons whose interests were deemed affected by the matters contained herein a chance to be heard, the Mayor terminated the Public Hearing at 7:26 p.m. Certified Correct C.
