Read Councillor C. Bell Councillor K. Duncan Councillor B. Masse Councillor G. Robson Councillor T. Shymkiw Councillor C. Speirs Appointed Staff F. Quinn, General Manager Public Works & Development Services C. Marlo, Manager of Legislative Services C. Goddard, Manager of Developm ent and Environmental Services Mayor Read called the meeting to order. The Manager of Legislative Services explained the procedure and rules of order of the Public Hearing and advised that the bylaws will be considered further at the next Council Meeting on May 24, 2016. The Mayor then called upon the Manager of Development and Environmental Services to present the following items on the agenda: 1) 2016-059-RZ Maple Ridge Zone Amending Bylaw No . 7234-2016 Legal: Location: Purpose: Lot 1, District Lot 398, New Westminster District, Plan BCP35451 Unit 104, 11952 224 Street Site specific text amendment to the C-3 (Town Centre Commercial) zone for manufacturing in order to allow a craft brewery/lounge at: Unit 104, 11952 224 Street The Manager of Legislative Services advised that correspondence in support of the application was received from Laurie Darcus. Public Hearing Minutes May 17, 2016 Page 2 of 4 The Manager of Development and Environmental Se rvi ces gave a power point presentation providing the following information: • Application Information • Subject Map • Official Community Plan Context • Neighbourhood Context • Site Characteristics ' ' • Development Proposal Jeremy Noonan. President. CAMRA BC Mr. Noonan spoke in support of the application citing the benefits of locating a craft brewery in the town centre. Karl Lundgren Mr. Lundgren expressed his support for the application and for the owners of the business. There being no further comment, the Mayor decla red this item dealt with. 2) 2015-283-RZ Maple Ridge Zone Amending Bylaw No. 7177-2015 Legal: Location: Purpose Lot 2, District Lot 5326, Group 1, New Westminster District, Plan 41830 14160 256 Street Site specific text amendment to the M-2 (General Industrial) zone to permit the cleaning of low haza rd (under 50 parts per million of PCB) transformers; storage and minor processing of hydrocarbons at 14160 256 Street The Manager of Legislative Services advised that correspondence expressing concern with the application was received from Malcolm and Judith Jones and additional information was provided by the applicant, Joel Allman. Aevitas Mr. Day gave a power point presentation providing information on Aevitas, the products they will be storing at the site, their plans for accommodating the bulk storage, how the products are transported, and safety measures. Harald Mischke Mr. Mischke spoke of the potential for wildfires at the end of 256 Street and of his concerns with the location of this facility close to businesses with flammable wood products. He also noted that the road is a cul-de-sac which could present difficulties with the transportation of Aevitas' products. Steven Ramsay Mr. Ramsay addressed transportation risks associated with the products that will be handled by Aevitas and with the existing infrastructure in this location. Dr.Liisa Cormode Dr. Cormode asked if there are areas designated within Maple Ridge as an M5 zone in which such a facility may be located. The Manager of Development and Environmental Services advised on M-5 zoning. Dr. Cormode expressed concern that the type of business being proposed is typically found within M-5 zoning and that at present there is no M-5 zoning in Maple Ridge. She asked whether the City is actively looking for land to designate to M-5 zoning. The Director of Planning provided an explanation of the zoning in the Official Community Plan that is being proposed for this application. Dr. Cormode suggested this business might hinder the ability to attract other businesses to the 256th Street industrial area, spoke to the fire hazards of that area and asked if this type of business is consistent with the branding of Maple Ridge. Harald Mischke Mr. Mischke felt that weather conditions also contribute to making this the wrong location for this business Byron Day, President. Aevitas Mr. Day addressed comments made respecting safety, transportation and fire hazards. He indicated that only in the Province of BC are these products considered hazardous. He explained the processing that will occur on the site. Public Hearing Minutes May 17, 2016 Page 4 of 4 Bill Johnson Mr. Johnson asked if Aevitas will be required to post a bo nd in the event of industrial accidents. The Manager of Development and Environm ent advised that the business would be subject to Provincial regulations. Audrey Wagner Ms. Wagner identified herself as one of the co-authors of the report done by Golder Associates for this application. She explained the assessment tool used and advised that the scope of the assessment did not include materials transported to or from the fa ci lity rather than it was related to the siting of the facility. She advised that a list of materials to be handled on the site was provided and that screening done was specific to transformer oils such as gasoline rather than non-hazardous transformer oils. Steven Ramsay Mr. Ramsay commented further on the transportation risks associated with the site and commented on the environmental risks that would also be present. Judy Jones Ms. Jones expressed concern with the changing nature of the area. She asked Cou nci l to look closely at this application. Byron Day Mr. Day explained the process undertaken to purchase the property. He commented on stormwater management at the site and provided details of a leak that occurred several years ago in Saskatchewan. He also provided an overview of the Provincial requirements. Harald Mischke Mr. Mischke questioned the size of the spill referenced by Mr. Day. He commented further on the fire risks and potential contamination of the streams and properties in the area. The site is not appropriate for this intended purpose. There being no further comment, the Mayor declared th is item dealt with. Having given all those persons whose interests were deemed affected by the matters contained herein a chance to be heard, the Mayor terminated the Public Hearing at 8:06 p.m. ~~ N.
