Marlo, Manager of Legislative Services C. Goddard , Manager of Development and Environmental Services A. Kopystynski, Planner Mayor Read called the meeting to order. The Manager of Legislative Services explained the procedure and rules of order of the Public Hearing and advised that the bylaws will be considered further at the next Council Meeting on June 28, 2016. The Mayor then called upon the Manager of Development and Environmental Services to present the following items on the agenda: 1a) 2014-108-RZ Maple Ridge Official Community Plan Amending Bylaw No. 7222-2016 Legal: Location: Purpose: And: Lot 3, Section 27, Township 12, New Westminster District, Plan 10713 1287 4 Mill Street To amend Schedule "A" Chapter 10.3, Part VI, A -Silver Valley, Figure 2 - Land Use Plan and Figure 3D -Horse Hamlet as shown on Map No. 917 to Conservation and Medium Density Residential Public Hearing Mi nutes June 21, 2016 Page 2 of 5 Purpose: 1b) 2014-108-RZ To amend Schedule "A" Chapter 10.3, Part VI, A -Silver Valley, Figure 4 -Trails/ Open Spa ce as shown on Map No. 925 to add to Conservation and to Remove from Conservation Maple Ridge Zone Amending Bylaw No. 7138-2015 Legal: Location: From: To: Purpose: Lot 3, Section 27, Township 12, New Westminster District, Plan 10713 1287 4 Mill Street RS-3 (One Family Rural Residential) and RS-2 (One Family Suburban Residential) R-1 (Residential District) To permit a future subdivision of approximately 5 lots. The Manager of Legislative Services advised that no correspondence was received on this item. The Manager of Development and Environmental Services gave a power point presentation providing the following information: • Application Information • Subject Map • Official Community Plan Context • Neighbourhood Context • Site Characteristics • Development Proposal • Proposed Lot Layout and Combined Lot Layout • Terms and Conditions There being no comment, the Mayor declared this item dealt with. 2) 2015-275-RZ Maple Ridge Official Community Plan Amending Bylaw No. 7176-2015 Legal: Location: Lot 1, Section 28, Township 12, New Westminster District, Plan LMP46534, Except: Plan BCP39158 23227 Dogwood Avenue Public Hearing Minutes June 21, 2016 Page 3 of 5 Purpose: To permit temporary off-street parking use with 58 parking spaces for the Black Sheep Pub, located at 12968 232 Street. The Manager of Legislative Services advised that correspondence in favour or the permit was received from Russ and Cheri e Franklin and in opposition from Hamid Karimi. The Manager of Development and Environmental Services gave a power point presentation providing the following information: o Application Information o Subject Map o Official Community Plan Context • Neighbourhood Context • Site Characteristics • Development Proposal • Proposed Site Plan • Proposed Retaining Wall • Terms and Conditions Neil Openshaw Mr. Openshaw spoke in support of t he application. There being no further comment, the Mayor declared this item dealt with . 3) 2015-361-RZ Maple Ridge Zone Amending Bylaw No. 7190-2015 Purpose: To establish a 1 kilometre distance rule for alcohol beverage sales located in grocery stores. The Manager of Legislative Services advised that correspondence was received from Joseph Tarnowski, Monarch Hospitality, Tim Stockwell, Centre for Additions Research and Lori Solley, Sting Investigations providing information on this issue and from Ann Pearson offering support for the bylaw. The Planner gave a power point presentation providing the following information: • Background • Proposed Text Change • Recommendation Brant Forio Mr. Forio is employed in the liquor industry and indicated that liquor sales have increased since the regulations were amended. He is opposed to the sale of alcohol in grocery stores. Public Hea ring Minutes June 21, 2016 Page 4 of 5 Shawn Caretti Mr. Caretti spoke in opposition to the sale of alcohol in grocery stores and urged Council to adopt the 1 km rule. Note: Councillor Robson left the meeting at 7:24 p.m. Mike Clark Mr. Clark addressed the health impacts of alcohol noting that there is no lack of availability of alcohol in Maple Ridge. He spoke to the implications of NAFTA with respect to the sale of BC wines only in grocery stores. Amos McNutt -Manager of Haney Hotel Liquor Store Mr. McNutt is employed in liquor industry. He expressed concern about the ability of grocery stores to limit the consumption of alcohol. Yvan Charrette -Owner of the Haney Pub Mr. Charrette cited the inequities created by the provincial legislation and urged Council to enact the 1 km rule to create a level playing field for those employed in the liquor industry. He asked Council to vote in favour of the bylaw. Cherie Delainey -Member of BC Government and Service Employees Union Ms. Delainey requested that Council support the bylaw to enact the 1 km rule. She identified some of the health impacts of alcohol and id entified studies related to the correlation between increased access to liquor and increased hea lth problems. Jeff Guignard -Executive Director, Alliance of Liquor Licensees Mr. Guignard spoke to the importance and rationale of the 1 km rule. It was his opinion that not applying the rule would give grocery stores a competitive advantage. He asked for the support of Council. Mark Hicken -Wine Industry Lawyer Mr. Hicken provided information on the implications of trade agreements on the sale of BC wines in grocery stores. He believes the provincial legislation creates trade agreement violations and the legislation will be challenged at some point resulting in the open sale of liquor in grocery stores. Bert Hicks -Rising Tide Consultants Mr. Hicks advised that he was employed in licensing of liquor establishments. He indicated that liquor was not permitted in grocery stores previously and the factors that led to that decision remain today. Kimberly MacGregor -Vice President of one of five BCGEU Retails Stores and Warehouses Ms. McGregor urged Council to move forward with the 1 km role. She feels that communities do not need to be saturated with liquor stores. She expressed concern that small business will be negatively impacted. ... Public Hearing Minutes June 21, 2016 Page 5 of 5 Cherie Delainey Ms. Delainey indicated there are 6 grocery stores in Maple Ridge and stores such as 7-11 could qualify to have liquor sales in the future. She asked that Council consider this when making its decision. Amos McNutt -Manager of Haney Hotel Liquor Store Mr. McNutt advised that the Provincial Government has recently brought forward minimum pricing policies designed to ensure that cheap alcohol will not cause harm to a community. He asked that if such policies were introduced to restrict the amount of liquor sold, why would something that provides more liquor be considered. He felt this to be redundant. There being no further comment, the Mayor declared this item dealt with. Having given all those persons whose interests were deemed affected by the matters contained herein a chance to be heard, the Mayor terminated the Public Hearing at 8:04 p.m. N.
