1. DELEGATIONS/STAFF PRESENTATIONS
1.1 Parks and Leisure Services, Quarter 1, 2005 and Aquatic Highlights
Lex Tierney, Recreation Manager, Central and Leisure Centre, distributed and
reviewed "a handout title "Recreation Department Quarter 1, 2005 Highlights".
He provided further information on programs available to youth aged nineteen
and older.
ACTION REQUIRED
Council is to be provided with information on the tax contributions of the
Katzie and Kwantlen First Nations.

1.2 Fire Department, Maple Ridge Fireworks Bylaw No. 6279-2004 and
consideration of item 1131
Mark Smitton, Community Safety Officer, provided an overview of the Fireworks
Task Force and the proposed ban on fireworks.
1131 Maple Ridge Fireworks Bylaw No. 6279-2004, Maple Ridge Ticket
Information System Utilization Amending Bylaw No. 6286-2004
Staff report dated April 4, 2005 recommending that the subject bylaws to ban
fireworks and to include the offences stipulated in the Fireworks Bylaw in the
ticketing bylaw be given three readings.
The Community Safety Officer reviewed the ticketing procedure for youth and
advised that consideration is being given to holding a community fireworks
display in conjunction with the Halloween Haunted House at the Maple Ridge
Fair Grounds.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of April 26, 2005.
2. PUBLIC WORKS AND DEVELOPMENT SERVICES
Note: The following items have been numbered to correspond with the Council Agenda:
1102 GVRD Request for Endorsement of Establishment of Mosquito Control
Administration and Coordination Service
Presentation of a staff report dated April 5, 2005 recommending that the
Establishment of a GVRD Mosquito Control Administration and Coordination
Service be endorsed.
The Environmental Technician gave a Power Point presentation providing
information on the mosquito control services of the GVRD.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of April 26, 2005.

1103 RZ/122/04, 21500 & 21514 Donovan Avenue, RS-1 to RS-lb
Presentation of a staff report dated April 11, 2005 recommending that Maple
Ridge Official Community Plan Amending Bylaw No. 6319-2005 and Maple
Ridge Zone Amending Bylaw No. 6320-2005 to permit future subdivision to
create four lots be read a first time and be forwarded to Public Hearing.
The Manager of Development and Environmental Services gave a power point

RZ/112/04, Portion of 10300 Industrial Avenue, M-2 to R-1
Presentation of a staff report dated April 13, 2005 recommending that Maple
Ridge Official Community Plan Amending Bylaw No. 6309-2005 and Maple
Ridge Zone Amending Bylaw No. 6310-2005 to permit subdivision into
approximately 114 lots be given first reading and be forwarded to Public Hearing.

David Laird, agent for the applicant, described the difficulties the applicant has
had with some members of the equestrian community concerning the applicant's
desire to rebuild the horse trail along the northern border of the site. He noted that
this could be an issue at the Public Hearing. He provided information on the
construction schedule and advised that the lots will be wider than required for R-1
zoning.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of April 26, 2005.
ACTION REQUIRED
Staff is to follow up on comments made by the applicant's representative
concerning the horse trail.
Staff is to provide information on the design of this development in relation
to existing development on 102 Avenue.
1105 DP/006/05, 28560 Dewdney Trunk Road
Presentation of a staff report dated April 5, 2005 recommending that the
Municipal Clerk be authorized to sign and seal DP/006/05 in support of a
Building Permit for a residential garage.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of April 26, 2005.
1106 DP/118/0A, 10915 272 Street
Presentation of a staff report dated April 5, 2005 recommending that the
Municipal Clerk be authorized to sign and seal DP/118/04 in support of a
Building Permit for a residential garage.

Presentation of a staff report dated March 22, 2005 recommending that the
subject bylaw be given three readings.
The Municipal Engineer reviewed the report.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of April 26, 2005.
1108 Maple Ridge Water Service Amendment Bylaw No. 6308-2005
Presentation of a staff report dated March 22, 2005 recommending that the
subject bylaw be given three readings.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of April 26, 2005.
1109 Amendment to Ticket Information System Utilization Bylaw
Presentation of a staff report dated March 22, 2005 recommending that Maple
Ridge Ticket Information System Utilization Amending Bylaw No. 6311-2005 be
given three readings.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of April 26, 2005.
1110 Ridge Meadows Hospital Foundation Fund Run
Staff report dated April 8, 2005 recommending that the Ridge Meadows Hospital
Foundation be authorized to use municipal streets on Sunday, May 15, 2005.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of April 26, 2005.

A staff report dated April 13, 2005 recommending that the subject bylaw be given
three readings was circulated at the meeting.
The Budget Officer advised that the Finance Department will be posting a
property tax calculator on the District web site.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of April 26, 2005.
