PUBLIC WORKS AND DEVELOPMENT SERVICES Note: The following items have been numbered to correspond with the Council Agenda: Note: Mayor Robson excused himself from the discussion of item 1101 as he has a business relationship with the applicant. 1101 RZ/078/06, 24901108 Avenue, RS-3 to RS-lb Staff report dated February 9, 2007 recommending that Maple Ridge Zone Amending Bylaw No. 6466-2007 to permit the future subdivision of the subject property into 22 lots be read a first time and be forwarded to Public Hearing. Committee of the Whole Minutes February 19, 2007 Page 2 of5 The Manager Development and Environmental Services gave a Power Point presentation providing the following information: • Application Information • Neighbourhood Context • OCP Context • Site Characteristics • Submitted Information RECOMMENDATION That the staff report be forwarded to the Council Meeting of February 27, 2007. CARRIED Note: Mayor Robson returned to the meeting. 1102 RZ/073/04, 12161 237 Street, Final One Year Extension Staff report dated February 12, 2007 recommending that a final one year extension be granted for rezoning application RZ/073/04. CARRIED Mayor Robson, Councillor Speirs -OPPOSED ) Committee of the Whole Minutes February 19, 2007 Page 3 of 5 1103 AL/104/05, Temporary Non-farm use within Agricultural Land Reserve, 22679 136 Ave Staff report dated February 8, 2007 recommending that application AL/104/05 for non-farm use within the Agricultural Land Reserve be authorized to proceed to the Agricultural Land Commission. The Environmental Technician gave a Power Point presentation providing the following information: • Application Information • Neighbourhood Context • OCP Context • Site Characteristics • Project Details The Environmental Planner advised that the Agricultural Land Commission will consider any impacts on agricultural land and that bonding to ensure the return of the land to its original state would be a requirement of the Agricultural Land Commission. The Environmental Planner also advised that a gazetted road was currently under development with a commitment to landscaping and buffering. The General Manager, Public Works and Development Services advised that the improvements to this road are in the five year capital plan. RECOMMENDATION That the staff report be forwarded to the Council Meeting of February 27, 2007. CARRIED 1104 VP/091/04, Rockridge Estates, 23645133 Avenue Staff report dated February 8, 2007 recommending that the Manager of Legislative Services be authorized to notify qualifying property owners that approval ofVP/091/04 to permit a 10 metre building height on Lots 12 through 18 will be considered by Council at the March 13, 2007 meeting. CARRIED 3. FINANCIAL AND CORPORATE SERVICES (including Fire and Police) 1131 Establishment of Officers Bylaw No. 6465-2007 Staff report dated February 2, 2007 recommending that Maple Ridge Establishment of Officers Bylaw No. 6465-2007 be given three readings. RECOMMENDATION That the staff report be forwarded to the Council Meeting of February 27, 2007. CARRIED 4. COMMUNITY DEVELOPMENT AND RECREATION SERVICES 1151 Maple Crest Subdivision Petition for designation as a Local Service Area Staff report dated February 9, 2007 recommending that the provision of municipal service for the Maple Crest subdivision be endorsed in principle; that staff be authorized to work with representatives of the Maple Crest subdivision to further detail the maintenance costs and priority related to such a service, and to hold an open house; that staff be instructed to forward a report after receipt of a formal petition from the benefiting owners; and that staff be instructed to prepare the appropriate bylaws. RECOMMENDATION That the staff report be forwarded to the Council Meeting of February 27, 2007. CARRIED The Manager of Parks and Open Spaces advised that a preliminary petition had been received for Local Area Service for the Maple Crest subdivision and that the petition conformed with all requirements. ) Committee of the Whole Minutes February 19, 2007 Page 5 of 5 Ms. Christine Tedford, resident and proponent of the petition, reported that out of 192 homes, 180 residents agreed that they would like to have service from the municipality for maintenance of the pathways and boulevards in the Maple Crest subdivision. The General Manager of Community Development, Parks and Recreation Services advised that the question of whether or not to pay a charge for such maintenance had been put to the residents of Maple Crest five years previous and voted down. Residents are now requesting this be revisited. He also advised that the land in question is owned by the municipality. 5. CORRESPONDENCE -Nil 6. OTHER ISSUES -Nil 7. ADJOURNMENT -3:50 p.m. 8. COMMUNITY FORUM Beryl Eales Ms. Eales expressed concern over the lack of area in Albion for seniors in which to enjoy the outdoors, socialize and be relatively safe. Councillor Daykin suggested that the General Manager of Community Development, Parks and Recreation Services is to meet with Ms. Eales for further discussion Ms. Eales asked that it be taken into consideration that people need different places to go and that she does reflect the needs of seniors. ay in, ging Mayor ember of the Committee
