CALL TO ORDER AND INTRODUCTIONS The Chair called the meeting to order at 7:14 pm. 2. AGENDA ADOPTION R17-019 It was moved and seconded That the agenda dated June 28, 2017 be adopted. 3. MINUTES APPROVAL CARRIED j R17-020 i It was moved and seconded That the minutes dated May 31, 2017 be approved. CARRIED 4. DELEGATIONS -Nil ATAC Minutes June 28, 2017 Page 2 of 3 5. SUBCOMMITTEE UPDATES R17-021 5.1 Cycling on Sidewalks Subcommittee A draft letter and recommendation to Council regarding cycling on the sidewalks were discussed. It was moved and seconded R17-022 AMENDMENT THAT the Active Transportation Advisory Committee endorses the ban on the use of bicycles (longboards, in line skates) on any sidewalk, footpath or walkway along the following corridors: • 224 Street, from North Avenue to 122 Avenue • Dewdney Trunk Road, from 222 Street to 227 Street • Lougheed Highway, from 222 Street to 227 Street • Edge Street, from McIntosh Avenue to Dewdney Trunk Road AND THAT Council amend the Highway & Traffic Bylaw No. 6704-2009 accordingly. It was moved and seconded That the words "(longboards, inline skates)" be removed. MOTION AS AMENDED CARRIED 't i 7-023 It was moved and seconded That the letter from ATAC regarding restricting the use of bicycles on certain streets be forwarded to Council as supporting documentation. CARRIED R17-024 It was moved and seconded That it be recommended to Council that the speed limit on 224th Street be reduced to 30 km between Dewdney Trunk Road and Lougheed Highway. CARRIED R17-025 It was moved and seconded 6. That Item 6.1 2017 & 2018 Committee Work Plan/ Strategy be tabled. NEW & UNFINISHED BUSINESS 6.1 2017 & 2018 Committee Work Plan/ Strategy Tabled. 6.2 Requests for Agenda Items A review of proposed large developments will be added to the next agenda. CARRIED ATAC Minutes June 28, 2017 Page 3 of 3 6.3 Engineering Update It was agreed the following amendment would be proposed for Bylaw 6704-2009 if Council supports ATAC resolution R17-021: "That ATAC recommend to Council that Highway & Traffic Bylaw 6704-2009 be amended to allow a person operating a cycle, for the purpose of crossing a highway, cycle through a crosswalk while entering or leaving a multi-use trail on a crosswalk linking portions of the trail to one another or to a highway." The Staff Liaison shared information on proposed changes to bike lane infrastructure. A safe bike camp for kids will be held over the summer. 7. CORRESPONDENCE 7 .1 Letter from Ivan Chow, HUB Cycling re: follow up on lower speed limits on 224th St. presentation and proposal R17-026 It was moved and seconded That a letter be sent from ATAC to HUB thanking them for their presentation. CARRIED 8. QUESTION PERIOD -Nil 9. ROUNDTABLE It was agreed the next meeting be held Wednesday, September 27. 10. ADJOURNMENT s moved and seconded that the meeting be adjourned at 8:12 pm. /ss
