COUNCIL PRIORITY SETTING WORKSHOP
May 4~5, 2003
The Minutes of the Municipal Council Workshop held May 4-5, 2003 in the Blaney
Room of the Municipal Hall, 11995 Haney Place, Maple Ridge, British Columbia for the
purpose of transacting regular Municipal business.

1.0 WELCOME AND INTRODUCTIONS
The Chief Administrative Officer and Mayor Morse welcomed the participants
and thanked them for their attendance. The Chief Administrative Officer
introduced Gordon McIntosh, the facilitator of the session.

2.0 GETTING STARTED
Mr. McIntosh reviewed the format and goals of the Workshop. He identified the
roles of Council and staff and displayed samples of dat?, created at a similar
workshop in Parksville to demonstrate the potential outcomes of the program.
3.0 SETTING THE STAGE (Strategic Assessment)
Iv1r. McIntosh described the materials included in the Workshop package that
would assist participants in the strategic assessment process.
4.0 IDENTIFYING STRATEGIC ISSUES (Strategic Thinking)
Attendees listened to presentations by Mr. McIntosh and participated in
discussions to identify issues and opportunities facing the community. Each
participant assessed the resulting list in order to develop a list of the top ten.

5.0 ESTABLISHING SHORT TERM PRIORITIES (Strategic Management)
Mr. McIntosh reviewed the issues identified the previous day. The results were
tallied by Mr. McIntosh prior to the commencement of the day and participants
were advised of the items that ranked in the top ten. For the balance of the
workshop, J\1r. McIntosh led participants through exercises designed to identify
short and long priorities, establishing success measures and identify areas of
responsibility that would assist in developing a strategic plan for the District.
6.0 MANAGING FOR RESULTS (Strategic Process)
Mr. McIntosh reviewed the process undertaken at the Workshop and advised that
he would be taking the input provided by participants at the workshop and
forwarding a document to the District summarizing the data.
Each participant critiqued the program and stated what they gained from their
attendance.
