DELEGATIONS 2.1 Fraser Health Authority Update • Valerie Spurrell, Health Services Administrator, Maple Ridge/Pitt Meadows • Ward Tinney, Medical Director Maple Ridge/Pitt Meadows • Kathy Kinloch, COO, Fraser North • Syndney Tomchenko, Communications Council Workshop Minutes May 26, 2003 Page 2 of3 Mayor Morse advised the Fraser Health Authority that Councillor Isaac has been assigned as their Council liaison. Kathy Kinloch described the role of the Fraser Health Authority and highlighted the initiatives being undertaken. She indicated that one of the major concerns in Maple Ridge is the retention and recruitment of medical professionals. Fiscal challenges include a reduction of $160 million from the operating budget. Dr. Ward Tinney described how the reorganization of the Fraser Health Authority has resulted in benefits to the community through the development of a community teamwork process. He extended his appreciation to the District for the package put together to assist in their recruiting efforts and spoke of the success of the recruiting campaign. He gave an overview of health services in the area indicating areas of concern related to life expectancy statistics. Valerie Spurrell spoke of the shift to out patient services and described the changes proposed to enhance those services. Mayor Morse requested that the Fraser Health Authority provide the District with a list of wells in Maple Ridge. Karen Kinloch indicated that this would be provided. Syndney T ornchenko suggested that any questions or concerns that Council may have be forwarded to her. She offered to provide an update to Council on mental health issues related to the homeless. A folder of information on the Fraser Health Authority was distributed to Mayor and Council. 3. UNFINISHED AND NEW BUS I NESS 3.1 Silver Valley Commercial/Residential Flex-Zone The Planner gave a verbal presentation on the Commercial/Residential Flex Zone planned for in the Silver Valley Area Plan. He advised that the intent is to look for opportunities to zone property for commercial and residential use simultaneously to enable property owners to build for residential use first and include a commercial element at a future date without rezoning. He reviewed statistics provided by the Land Economist on the viability of commercial business in Silver Valley. The Director of Planning indicated that this type of commercial centre would not be intended to be in direct competition with business in the downtown core, as the types of uses would be different. The businesses in this area would provide daily niche market needs to the community. She also noted that the Planning Department would need to work with the Building Department to develop construction standards for this type of zone. ~ ' I j ~ I I l I 1 1 l i Council Workshop Minutes May26,2003 Page 3 of3 ACTION REQUIRED The statistics provided by the Land Economist are to be provide to Council. CORRESPONDENCE 4.1 Village of Burns Lake, Reinstatement of Community Health Councils Letter dated April 10, 2003 from Mayor Bernice Magee asking all B.C. municipalities to write to the Minister of Health Services requesting that health authorities be required by law to conduct meaningful consultation with communities and to reinstate community health councils.
