MINUTES R/03-W-31 Minutes MOVED by Councillor Isaac SECONDED by Councillor Daykin That the minutes of the Council Workshop Meeting of July 14, 2003 be adopted as circulated. CARRIED The agenda was amended to include the following item: 3 .4 Salvation Army Fencing 2. DELEGATIONS -Nil Council Workshop Minutes July 21, 2003 Page 2 of 4 3. UNFINISHED AND NEW BUSINESS 3.1 Abernethy Way Connector Update • Update on TransLink Meeting Mayor Morse advised that TransLink was informed that Council would be considering the options for the connector at the August 18, 2003 Committee of the Whole and making its decision at the August 26, 2003 Council Meeting. She recommended that the Livable Region Strategy play an important part in the District's transportation plan. The connector will not be a solution to the transportation problems, it is simply an interim step in the process. She pointed out that while the connector may never be expanded to 4 lanes it will never be closed. • 201 Street residents The Director of Project Engineering distributed and reviewed an information package. He advised that TransLink is sending a letter to the owners of properties on 201 st Street and will be meeting with those owners. TransLink advanced a further option, Cl, in response to concerns from Formosa Nurseries. • Mitigation Measures The Director of Project Engineering indicated that TransLink is investigating different standards for mitigation and are working directly with Pelton Reforestation on their specific requirements. Mayor Morse noted that it is TransLink's commitment to make the properties better than whole. • Long Term Transportation Picture The following suggestions were given to improve communication of the transportation plan to the public: • Post the plan on the web site using animation to demonstrate proposed changes. • Display maps of the plans in the lobby of Municipal Hall. • Review the Transportation Plan every five years at a Council Meeting. • Decision Dates Council will consider the options for the connector at the August 18, 2003 Committee of the Whole and make its decision at the August 26, 2003 Council Meeting. ACTION REQUIRED TransLink is to be asked to remove Option A from its web site. I j l f 1 Council Workshop Minutes July 21, 2003 Page 3 of4 3.2 Significant Tree Policy Review The Manager of Development and Environmental Services distributed and reviewed the Terms of Reference for the development of a Significant Tree Policy. She advised that a consultant will be hired to assist and it is anticipated that the policy will be completed by the end of the year. 3.3 Appointment of Economic Advisory Committee Commissioners Staff report dated July 15, 2003 recommending that the four comrmss1on members whose term expires on August 31, 2003 be re-appointed until December 31, 2003. R/03-W-32 MOVED by Councillor Gordon EAC Appointments SECONDED by Councillor Speirs 3.4 4. That the four commission members whose terms expire on August 31, 2003 be re-appointed to the Economic Advisory Commission until December 31, 2003. CARRIED Salvation Army Fencing The Director of Licenses, Permits and Bylaws informed Council that the Salvation Army would be installing fencing around the Caring Place. The fence will be gated at the 1ane and can be opened to allow for access if required by emergency vehicles and pedestrians. CORRESPONDENCE 4.1 Maple Ridge Transit Initiative, Township of Langley Copy of a resolution from the Township of Langley requesting that TransLink provide bus service from the Walnut Grove Park and Ride to the West Coast Express. R/03-W-33 Township of Langley Transit Initiative MOVED by Councillor Gordon SECONDED by Councillor Speirs Council Wark.shop Minutes July 21, 2003 Page 4 of 4 That a letter be sent to Pat Jacobsen, Chief Executive Officer, TransLink, with copies to the Township of Langley and the President of the Albion Ferry, in support of the resolution adopted by the Township of Langley Council on June 23, 2003 included in the letter dated June 25, 2003 from Alberto S. De Feo, Township Clerk. CARRIED A CTI ON REQUIRED Discussion of the need for an Albion Station for the West Coast Express is to be included on a future Council Workshop agenda. 5.
