The Minutes of the Municipal Council Workshop held on December 1, 2003 at 9:00 a.m.
in the Blaney Room of the Municipal Hall, 11995 Haney Place, Maple Ridge, British
Columbia for the purpose of transacting regular Municipal business.

Before proceeding the Municipal Clerk announced the addition of the following item to
the agenda:
3.6 Municipal Advisory Committee on Accessibility Issues, Fred Elder

Note: Item 3.6 was dealt with prior to item 3.1.
3.1 Building Bylaw 6180 -2003
The Manager of Inspection Services gave a power point presentation of the
proposed amendments to the Building Bylaw and described how they would
clarify the role of the District in working with developers.
Note: Councillor Gordon arrived at 9:55 a.m.
The General Manager Public Works and Development Services advised that the
Municipal Insurance Association conducted a core review of liability issues and
recommended to all municipalities they represent that they amend their building
bylaws to minimize risk exposure.
ACTION REQUIRED
Staff is to provide Council with information on how liability issues affect
individual taxpayers.
Note: The meeting recessed at 10:20 a.m. and reconvened at 10:30 a.m.
3.2 Residential Sprinklers
The Fire Chief described the benefits of sprinkler systems in terms of safety for
occupants of buildings and fire fighters and the resulting reduction in costs as the
Department can respond with fewer fire fighters and less equipment. In some
cases the Department will not even be required to attend. He indicated that he
attended two meetings of the Developers Forum to provide information on the
proposed bylaw.

ACTION REQUIRED
Staff is to provide information on the total cost of a residential sprinkler
system when amortized over the life of a mortgage.
Note: 3.3. dealt with after 3.1
3.3 102 Avenue Improvements
Staff report dated November 25, 2003 providing information on pedestrian
improvements on 102 A venue.
The General Manager Public Works and Development Services indicated that in
response to a request from Council, staff prepared a report on the status of
improvements to 102 A venue. It was the consensus of Council that staff present
this information at the December 9, 2003 Council Meeting.
ACTION REQUIRED
Staff is to give a presentation at the December 9, 2003 Council meeting.
3.4 GVRD Board Appointments
Staff report dated November 25, 2003 recommending appointments be made to
the GVRD Board of Directors and GVRD Labour Relations Bureau.

That Mayor Kathy Morse be appointed as the District of
Maple Ridge's member and Councillor Faye Isaac as aJternate
member to the Greater Vancouver Regional Labour Relations
Bureau.

Fraser Valley Regional Library 2004 Budget
Staff report dated November 20, 2003 providing information on the 2004 Budget
and seeking direction from Council.

The General Manager Community Development, Parks and Recreation reviewed
the budget and asked that Council provide Councillor Gordon, the Library liaison,
with information on Council's view.
Council made the following suggestions:
• The budget should include projections to 2005.
• The Fraser Valley Regional Library should consider if new facilities would be
required in Maple Ridge by 2025 when the population is expected to double.
• A better explanation is needed of the amount included in the budget for wage
mcreases.
Note: The meeting recessed at 12:10 p.m. and reconvened at 1:40 p.m.
Note Item 3.6 was dealt with prior to item 3.1
3.6 Municipal Advisory Committee on Accessibility Issues -Proposed change in
mandate and structure
A staff report dated November 27, 2003 providing information on proposed
amendments to the Committee's mandate to more accurately reflect the
Committee's current activities and projects as well as increase it's membership
was circulated. Mr. Fred Elder, Chairperson of the Committee, gave a power point
presentation providing information on the activities of the Committee, its
structure, and the proposed amendments.
It was the consensus of Council that the committee should proceed as outlined
and present a report at Committee of the Whole.
ACTION REQUIRED
Staff is to prepare an amending bylaw for presentation to Council.

4.1 City of Surrey, Notice of Proposed Development
Letter from Gertrude Kwan, Planner, providing preliminary notice of a proposal
to amend the OCP to allow a casino with electronic gaming areas, a restaurant and
a show lounge at Fraser Downs raceway facility.
