MINUTES R/04-259 Minutes June 28, 2004 MOVED by Councillor Daykin SECONDED by Councillor Speirs That the minutes of the Council Workshop Meeting of June 28, 2004 be adopted as circulated. 3. 4. PRESENTATIONS AT THE REQUEST OF COUNCIL -Nil UNFINISHED AND NEW BUSINESS CARRIED Council Workshop Minutes July 5, 2004 Page 2 of 4 4.1 Discussion of ALR Application Process The Director of Planning reviewed the staff report dated July 2, 2004 outlining a process for a public information meeting regarding the seven applications to exclude land from the Agricultural Land Reserve that will be considered at the July 13, 2004 Council Meeting. Staff recommended holding the meeting on July 12, 2004 rather than on July 13, 2004 as resolved by Council at the June 22, 2004 Council Workshop. She advised that the Agricultural Land Commission requires that a synopsis of the meeting be included with the applications if they are forwarded to the Commission by Council. She reviewed the notification process and Council discussed the advisability of advertising once in both the Maple Ridge Times and the Maple Ridge News. She confirmed that there is no requirement by the Commission for a municipality to hold a public information meeting on an application. This is a choice that is made by Council. R/04-260 ALR Applications Public Info Meeting ACTION REQUIRED MOVED by Councillor Isaac SECONDED by Councillor Dueck That the public information meeting of July 13, 2004 be cancelled and replaced with a Public Information Meeting on July 12, 2004 and; That the format and date for the public information meeting, regarding the ALR exclusion applications on the July 13, 2004 Council agenda, as outlined in the staff report dated July 2, 2004, with the addition of a second newspaper advertisement, be endorsed. CARRIED Discussion of public input into community issues is to be included on a future Council ,vorkshop Agenda. 4.2 Fibre Optic Network Strategy -Part 1 Report dated June 21, 2004 recommending that the objective of developing a fibre optic telecommunications network be supported in principle; and that this support is subject to staff returning with a memorandum identifying the criteria under which District involvement would occur and identifying a strategy to achieve a network including the financial model to reach this objective, all of which are acceptable to Council. : ~ l I I i I i l i i l Council Workshop Minutes July 5, 2004 Page 3 of 4 The Chief Information Officer gave a detailed review of the report. CARRIED 4.3 Patient Bill of Rights R/04-262 MOVED by Councillor Isaac Patient Bill of Rights SECONDED by Councillor Harris That the "Patient Bill of Rights" presented at the June 28, 2004 Council Meeting by the British Columbia Nurses' Union be received for information. CARRIED 5. 5.1 CORRESPONDENCE BCGEU, Home Support R/04-263 Horne Support Reaffirm UBCM Resolution MOVED by Councillor Isaac SECONDED by Councillor Daykin That endorsement of the resolution with respect to Home Support adopted at the UBCM Convention in 2003 be reaffirmed and Council Workshop Minutes July 5, 2004 Page 4 of 4 That a letter be sent to BCGEU advising of this reaffirmation and copied to the minister of Health Services, the Honourable Colin Hansen. 6. GVRD BRIEFING NOTES The following correspondence is provided for information only. • GVRD Board in Brief for May 26, 2004 meeting. CARRIED Council made the following comments with respect to the GVRD briefing notes: • It would be valuable following the OCP review to prepare a report to be sent to the GVRD addressing the District's issues with the Liveable Region Strategy. • Clarification of how the GVRD polices the Liveable Region Strategy should be sought. • Information on the current water sprinkling restrictions should be displayed at the July 13, 2004 Council meeting. • A report from the Fire Department on interface wild fires should be prepared. 7.
